The BRAC Skills Development Programme (SDP) empowers underprivileged youth and entrepreneurs by integrating technical and employability training with sustainable, decent work opportunities. To date, the programme has reached over 500,000 participants—60% of whom are women—across 46 districts, offering specialized training in 43 formal and informal trades. By leveraging a multi-faceted approach of apprenticeships, institution-based training, and enterprise development, SDP maintains a rigorous 80% job placement rate, strategically aligning its graduates with high-growth economic sectors.

BRAC Skills Development Programme (SDP) seeks a dedicated and proactive Community Mobilizer to spearhead the grassroots implementation of the Economic Acceleration for Resilient NEET project (EARN) . The primary purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.

In partnership with BRAC, SOLIDARITY is going to implement the EARN project to youth and adolescent of three sub-district of Kurigram and Lalmonirhat District. To strengthen field-level implementation, SOLIDARITY is inviting applications from qualified candidates for the position of Community Mobilizer based at Union level

This is a project-based position with a maximum duration of 48 months, commencing in June 2026. Only female candidates are encouraged to apply, with a strong preference for experienced female candidates. Persons with disabilities (PWD) are also encouraged to apply.

Job location: Union Level (Ulipur, Nageswari Upazila of Kurigram District & Lalmonirhat Sadar of Lalmonirhat District)

Key Job Responsibilities:

Responsibility #1: Community Outreach and Youth Identification

● Conduct systematic door-to-door surveys and community mapping to identify eligible NEET youth (aged 15–35) within the assigned upazilla.

● Organize and facilitate community awareness meetings, courtyard sessions, and public announcements to disseminate information about training opportunities.

● Execute targeted outreach strategies to ensure the project meets its mandate of at least 50% female participation.

● Maintain an updated primary database of potential training candidates for the Village Level Training Centers (VLTCs).

Responsibility #2: Beneficiary Selection and Enrollment Coordination

● Assist the Centre in Charge and Upazila Manager in verifying the eligibility of candidates based on project criteria.

● Guide selected youth through the enrollment process, ensuring all necessary documentation (e.g., NID, birth certificates) is collected for MIS entry.

● Conduct orientation sessions for trainees and their guardians to ensure high commitment levels and minimize future dropouts.

Responsibility #3: Retention Support and Community Liaison

● Conduct regular home visits for trainees who are irregular in attendance to identify barriers and provide necessary counseling or solutions.

● Foster strong working relationships with local leaders, religious figures, and youth clubs to create a supportive community environment for vocational training.

● Support the distribution of training materials and stipends, ensuring they reach the intended beneficiaries transparently.

Responsibility #4: Data Reporting

● Prepare and submit daily and weekly field reports on mobilization progress and community feedback to the Centre in Charge.

● Ensure all field activities are documented accurately to support the first point of data generation for the project's MIS.

Responsibility #5: Safeguarding;

● Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

● Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
