Additional Requirements:
● Minimum 5 years of experience working in the field of Post Training Entrepreneurship support, Specific experience in skills training programme/TVET sector will be given priority
● Extensive experience to conduct enterprise need assessment of the project location and provide high quality support to development/improve enterprise performance, develop business plan and ensure business attachment training in the local areas, ensure follow-up support to retain in the business
● Expertise on mentorship programme to support incubation period, may include relevant entrepreneurs, trade experts, market experts, relevant ex-GOB officials, relevant industry representatives, NGO and CSO representatives
● Arrange entrepreneurs conference, workshops and Upazila level meetings, and showcase successes.
● Skills and behavior needed to create, develop, manage, and grow a business of youth.
● Demonstrate courage and confidence to have sensitive conversations with team members
● Demonstrate high coordination and negotiations skills
● Demonstrated writing and editing experience.
● Strong attention to detail, problem solving skills
● Ability to solve problems quickly and creatively.

BRAC Skills Development Programme (SDP) seeks a dedicated and proactive Upazila Enterprise Development Officer to spearhead the grassroots implementation of the Economic Acceleration for Resilient NEET project (EARN) . The primary purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.
In partnership with BRAC, SOLIDARITY is going to implement the EARN project to youth and adolescent of three sub-district of Kurigram and Lalmonirhat District. To strengthen field-level implementation, SOLIDARITY is inviting applications from qualified candidates for the position of Upazila Enterprise Development Officer based at Upazila level
This is a project-based position with a maximum duration of 48 months, commencing in June 2026. Only female candidates are encouraged to apply, with a strong preference for experienced female candidates. Persons with disabilities (PWD) are also encouraged to apply.
Job location: Upazila Level (Ulipur, Nageswari Upazila of Kurigram District & Lalmonirhat Sadar of Lalmonirhat District)
Key Job Responsibilities:
● Ensure that SEB/EDT training activities and staff capacity development are accomplished as per project requirements
● Supervise survey and selection of SEB/EDT trainees, mentors and training room as per programme requirement
● Identify trainees qualified for receiving internship opportunities at nearby factories and seed financing from the Department of Youth Development (DYD)
● Arrange entrepreneurs conference, workshops and upazila level meetings and showcase successes of the youth entrepreneurs
● Support youth to develop, manage and grow their businesses
● Arrange financial linkage meetings between the entrepreneurs and the financial service providing agencies like banks and MF organisations
● Ensure Mentor-new entrepreneur linkage, and supervise and guide entrepreneurs to implement their business knowledge.
● Ensure regular monitoring and provide reports to the supervisor accordingly, while identifying problems and providing solutions, check bill vouchers.
● Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
● Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
