Educational Requirements:
∎ Masters in Finance, Accounting, Social Sciences, Business Administration, or any relevant discipline preferred.
Experience Requirements:
∎ 8 to 10 year(s)
Job Responsibilities:
∎ S/he will directly work with MOH&FW, specifically Directorate General of Health Services, other related directorates and health facilities to support them to:
∎ Help estimate costs and expenses related to install, operate and maintain these plants.
∎ Estimate financial plan for extending the warranties for the PSA plants.
∎ Estimate costs associated with electrical upgradation, additional monthly electricity expenses, and fuel expenses for generators.
∎ Estimate costs associated with replacement, maintenance and procurement of spare parts.
∎ Estimate costs associated with supervision, monitoring and reporting for these health facilities.
∎ Develop a plan for additional fund allocation to meet operating expenditure requirements and administrative needs.
∎ Explore multilateral funding for near term sustainability beyond December 2023.
∎ Support the MOH&FW develop a costed road map and implication on the new sector plan and operations plan.
∎ Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the oxygen ecosystem landscape in Bangladesh and beyond.
∎ Take on other work responsibilities from time to time as required for program implementation.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:
∎ 8-10 years professional experience in public sector, preferably Ministry of Health and Family Welfare.
∎ Extensive knowledge of Bangladesh public sector administration, financing and human resource planning.
∎ Familiarity with Health sector wide approach (SWAP) and operational plans preferred.
∎ Good oral and written communication skills in both English & Bengali.
∎ Ability to work collaboratively with a multidisciplinary and multicultural group of colleagues and external stakeholders.
∎ Self-motivated and able to work well with minimal supervision and under pressure.
∎ Creative, flexible, and resourceful and able to cope with logistical challenges.
∎ Ability to travel anywhere within Bangladesh at a short notice.
