Job Context:
∎ Services and Solutions International Limited (SSIL) is planning to hire a number of Technical Proposal/ Methodology Writes. It is now inviting application/expression of interest from the interested experts having minimum five years of experiences in drafting/ writing methodology/ technical proposal in various thematic fields like; Socio-Economic Development, Primary and Higher Education, Agriculture and Food Security, Social Reforms, Healthcare and Nutrition, Technical Vocational Education and Training (TVET), Climate Change and Environment, Solid Waste Management, Micro, Small and Medium Enterprises (MSME), Population, Public Sector Reform, Public Finance Management (PFM), Urban Resilience, Natural Resource Management (NRM), Governance, Trade, Gender Mainstreaming, Democracy, Human Rights, Migration, etc..
∎ Within the purview of above thematic areas, candidates should have experiences of drafting/ writing methodology/ technical proposals addressing the technical requirements of assignments like; Community Based Project Implementation, Feasibility Study, Policy Analysis, Project Preparation Technical Assistance (PPTA), Project Designing, Monitoring and Evaluation (M&E), Project Formulation, Supervision and Project Management, Study-&-Survey Training/Capacity Development, Institutional Development, etc. H/she Should know how to coordinate and manage all components of the proposal development process, ensuring a high quality and timely submission. The candidate should be familiar with the procurement guidelines/ policies of various donor (WB, ADB, EC, GIZ, JICA, USAID etc.) funded projects under the provisions of TAs/ Grants/ Loans.

Job Responsibilities:
∎ Write proposal content, including technical sections, management and staffing sections, and executive summaries.
∎ Contribute to the background capturing and planning process, including competitor analysis and setting proposal strategy.
∎ Serve as lead proposal writer for donor-funded proposals, in accordance with donor's requirements and procurement guideline.
∎ Lead/support the design and the development of the technical approach (including technical proposal outline), Work Schedule (Gantt chart) and Personal Schedule.
∎ Facilitate technical design sessions in order to set proposal strategy and criteria for successful development of donor proposals.
∎ Review, revise and edit to improve the quality and responsiveness of proposal preparation in terms of templates and materials provided by the technical and other staff, consultants and partners, etc., to integrate those into the overall design/preparation.
∎ Synthesize raw content from various sources into a cohesive and comprehensive passage.
∎ Develop training plan, frameworks and other technical propositions (if require) in line with the Terms of References (ToR) of the project.

Additional Requirements:
∎ A minimum of 5 years of experience as a lead writer of technical proposals with proven project implementation or consultancy background.
∎ Strong analytical skills and ability to understand and write about complex topics.
∎ Strong attention to details including grammar, punctuation, and syntax.
∎ Familiarity and/or expertise in M&E frameworks and methodologies preferred.
∎ Understanding of context/country of Request for Proposal (RFP).
∎ Proven technical writing skills and track record of writing compellingly clear, and precise methodology
∎ Very good organizational skills and an ability to manage competing priorities under tight deadlines.
∎ Proficiency in Microsoft Word and Microsoft Excel.
