Additional Requirements:

• Designing and implementing water and sanitation systems in refugee and migrant contexts, maintaining sanitation systems, and implementing hygiene promotion programs.

• Demonstrated analytical, motivational, communication, project conceptualization, and planning skills.

• Experience in developing WASH strategy, clear and realistic activity planning; overseeing implementation, tracking the progress, reporting against the agreed indicators, and managing the project budget

• Experience in emergency and early recovery phases, including assessments and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian and development contexts.

• Experience and understanding of key intuitional donors’ policies, guidelines, and strategies

• Demonstrated experience in WASH proposal development and preparation of internal and donor reports.

• Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers

• Ability to understand gender-related challenges within the beneficiary groups

• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure well

• Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning.



Responsibilities & Context:

The Technical Manager – WASH will lead the overall planning, design, and implementation of WASH infrastructure, ensuring climate-resilient, cost-effective, and sustainable systems in refugee and host community contexts. The role will focus on strategic technical leadership, capacity building, innovation, and quality assurance across sanitation, water supply, faecal sludge, and solid waste management interventions.

Technical Support

• Review and approve technical designs, drawings (AutoCAD), BoQs, and cost estimates for WASH infrastructure.

• Supervise construction quality, ensuring compliance with safety and engineering standards.

• Guide and monitor mechanical Water, sanitation technical components

• Conduct feasibility and site assessments for new infrastructure projects.

• Develop and update technical resources including design manuals, SOPs, and construction guidelines.

• Led and coordinated with the Sector for technical design and medication

• Responsible for implementing the activities as per annual implementation plan and review work plan for sector technical and strategic part.

Leadership

• Lead the technical design and strategic direction of all WASH infrastructure activities.

• Ensure integration of climate-resilient and environmentally sustainable design standards following ESMP and ESS.

• Oversee project implementation ensuring alignment with BRAC, donor, and sector standards.

• Represent BRAC in WASH Sector and Technical Working Group (TWG) forums.

• Provide strategic guidance for scaling sustainable WASH technologies and systems.

Planning & Analysis

• Prepare detailed implementation plans, work schedules, and resource allocation plans.

• Review project data and field reports to identify gaps, risks, and areas for improvement.

• Lead cost-benefit analysis and performance reviews of infrastructure systems.

• Ensure timely and efficient use of project budgets, monitoring variance and expenditure trends.

Capacity Building

• Organize training (or webinars) to increase the capacity of partners in the provision of WASH facilities.

• Conduct trainings for project staff and ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance.

• Take initiatives to design, prepare, revise training materials including training modules and maintain updated curriculum database, training records, and monitoring tools.

• Facilitate effective sharing of information and data between partners.

• Support the mainstreaming of cross-cutting issues including Protection, Gender, and Environment.

Reporting and advocacy:

• Ensure that the WASH Sector Coordinator/deputy are regularly informed of critical issues

• Attend on a need basis the field coordination meeting in HC or camps.

• Collaborate with the Knowledge Leadership team to develop result and monitoring framework and tools to closely monitor projects impact.

• Work with stakeholders to improve the overall quality and accountability of humanitarian action.

• In collaborating with KL team, facilitate documenting experiences, preparing reports, presentations, briefs and articles for wider dissemination and publication.

• Advocate for and support partners to implement WASH sector standards and approved technical orientations

Safeguarding and polices:

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
