Job Context:

The Technical Director-Programs (TDP) will be the key person to lead organizational and business development. The position holder will be a system thinker to strategize programs in line of the organization mission statement. S/he will research, invent and establish a robust process of program initiation, management, administration, coordination, communication and successful implementation of the programs across the country. S/he will also directly supervise and manage a team of diverse background providing high quality coaching and mentoring services with a keen focus on improving their performance and skills.

Job Responsibilities:
∎ The responsibilities of the TDP include but are not limited to the descriptions below:
∎ Play an active role as senior management team (SMT) member to lead the organizational growth portfolio to provide overall organizational and governance support
∎ Collaborate with the Executive Committee (EC) and Executive Director (ED) to identify, design and deploy programmatic and management strategies and plans
∎ Provide leadership in the areas of program design, knowledge management, monitoring, evaluation and learning within a complex setting
∎ Mentor and coach teams to develop strong technical, management and leadership skills to carry out the assigned job
∎ Explore and build active partnership with internal and external patrons, market actors and key stakeholders to foster the impact, reach and scale of the organization
∎ Analyze trends in the program, identifying issues and developing and recommending solutions to the EC, ED and SMT
∎ Support to develop new opportunities and identify new entry points and engage wider stakeholders in system building conversations

∎ Coordinate with the Operation, Research, Audit and Knowledge Management wings to ensure that programs are capable to produce high quality deliverables
∎ Support teams to review, design and revise their budget and work plan periodically as necessary
∎ Manage multiple teams and identify issues and risks related to program implementation in a timely manner, and suggest appropriate programmatic, operational and management adjustment
∎ Take a lead role in the process of developing and implementing strategies for benchmarking program quality thresholds and parameters
∎ Promote branding stewardship- capture, and dissemination of successful and innovative approaches of the organization to create positive image as development ambassador

Additional Requirements:
∎ Job Experience:
∎ Minimum 14 years of work experience in managing large scale program around the broader social development framework including Livelihood/SME/MFI/Enterprize/Market/Entreprenurship/Agricultural Extension development projects with a minimum of 5 years in a leadership position
∎ Proven track record with reputed national NGO/INGO/company
∎ Core Competencies Clear understanding and knowledge of small enterprise development, micro finance, rural markets, trading relationships, rural service provision, and market value chain approaches to market development, sub-sector analysis, the role of the private sector, government and civil society/NGOs in creating a small enterprise service oriented market
∎ Ability to manage financial and administrative systems, excellent project management skills, leadership and operational capabilities
∎ Prior experience working in the context of various donor-funded livelihood/SME/MFI development projects
∎ Experience in managing a complex budget, partnership and sub-grants and a pool of talents
∎ Solid background in program design and implementation at rural and urban settings in Bangladesh
∎ Maintain a functional network of state and non- state actors with ability to influence them
∎ Excellent interpersonal skills and ability to interact constructively with a variety of stakeholders including rural households, local informal entrepreneurs, representatives of private sector companies and local Government representatives

∎ A high level of attention to detail including proven ability to manage multiple, competing priorities simultaneously
∎ Advanced level user of MS Office suite, Google apps etc. and English language proficiency
∎ Self-reliant, ability to work independently and effectively in a multi-talents environment and willing to work under pressure in remote areas
∎ Key Assets:
∎ Strong analytical skills, an investigative mind set and a passion for understanding incentives motivating multiple, inter-related actors in complex sectors
∎ Prepare to undertake frequent field visits and extensive travel all over the country (30%+)
∎ Respectful to human dignity
