Job Context:
∎ The Technical Coordinator – Program shall provide leadership, guidance and implementation management of the GF-FR supported FSWI’s entire program activity implementation and monitor relevant performance. Besides, the Coordinator will act as Program (outreach and drop-in-center management) and PSM (health products) focal.
∎ The Coordinator shall ensure that the relevant activities of outreach and drop-in-center are in line with the approved project proposal and the budget. All relevant project deliverable are taking place on time.
∎ The Coordinator shall act as the focal of program (outreach and drop-in-center activities), sub-sub-recipients (SSRs), PSM (Particularly health products), implementation challenge mitigation, community engagement, GBV prevention and mainstreaming, etc. arenas.
∎ The Coordinator shall work in collaboration with TC-Quality Assurance and TC- Advocacy to ensure quality implementation of training, advocacy and clinical aspect of the program which has planned for Drop-In-Center level.
∎ Besides the Coordinator also shall coordinate the collection, analysis, and dissemination of pertinent information regarding advocacy, training and outreach issues.The Coordinator shall play also the role to establish professional relationships where appropriate and in maintaining/conducting local level advocacy and training effort.
∎ The Coordinator shall exercise extensive independent judgment in planning and carrying out tasks, developing consensus among team, SCI and local GO/NGO/private stakeholders, representing the Light House in critical technical and policy fora, resolving problems and conflicts, and in meeting deadlines.
Job Responsibilities:
∎ Responsible for overall effective implementation of the project and ensure compliance of GF, SCI and Light House polices and guidelines in coordination with the other unit of the consortium (Clinical service, Training & Advocacy, M&E and Finance, Administration & HR.
∎ Ensure high quality service delivery as per the SOP/guidelines to achieve the project goal and objective.
∎ Develop and disseminate quarterly operation plan for SR and SSR managed drop-in-center and track down the implementation progress as well as guide the drop-in-center team to achieve the expected quarterly results.
∎ Ensure that the staffs and the target population are getting outreach and drop-in-center based services as per approved project plan and budget.
∎ Monitor the progress of sub-sub-recipients (SSRs) implementation
∎ Make sure the proper branding of the Drop-in-centers as per the guideline
∎ Lead the drop-in-center based recruitment and make sure proper documentation of the process in line with the Light House HR manual
∎ Supervise the Program and M&E Officer for quality implementation of outreach and drop-in-center activities
∎ Monitor outreach, drop-in-center and relevant branding activities of the drop-in-centers and provide on the job training as appropriate
∎ Initiate and coordinate effectiveness assessment of outreach, training and advocacy efforts and work jointly with the team to address the gaps
∎ Guide and support the drop-in-center team for effective coordination and collaboration at local level
∎ Help TC-Capacity Building and Training for planning quality training and advocacy program and post event follow up
∎ Monitor the works of program and M&E Officers under program unit
∎ Initiate activities to strengthen community engagement, GBV prevention and mainstream the beneficiaries
∎ Review the monitoring report of the program team and ensure management letter to drop-in-centers and do proper follow up to track down the recommendation’s implementation including proper record keeping at project office and drop-in-center level.
∎ Act as implementation challenge focal and develop system to mitigate the challenges
∎ Investigate for any non-compliances based upon received complaints and support Team Leader for administrative actions as per the policy
∎ Facilitate donor/GOB counter part’s visit and make the implementation of the recommendations
∎ Make sure all PSM activities are followed at project office and DIC level as per the PSM SOP.
∎ Generate quarterly progress reports and work jointly with M&E Specialist for analysis of the data and support/guide Program and M&E Officer including Drop-In-Center Coordinators to improve the gaps.
∎ Ensure all programmatic and PSM reports in coordination with other colleagues and report to Team Leader.
∎ Act as the custodian of all programmatic deliverable/reports of the project
Additional Requirements:
∎ Age at most 45 years
∎ • QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
∎ a. Education:Advanced University degree in Social Sciences or public health with at least 5 years management experience related to advocacy, training and outreach with targeted interventions for SRH including HIV/AIDS/STI prevention among Most at risk groups. Four years of immediate experience of staff supervision.
∎ b. Prior Work Experience:Minimum 5 years of progressively responsible job-related professional-level experience in training, outreach and advocacy event management.Practical experience of working with CSOs, government and development partners at local, national or regional level. Beside experience in using project generated in decision making is highly desired. The position also require experience in coordination and collaboration.Hence, ability to work, communicate and advocate with a broad range of stakeholders including policymakers, government officials, NGOs, the media and community representatives are expected under this assignment.
∎ c. Post Entry Training:Familiarization training in Light House including GF-FR-FSWI supported program specific procedures, reporting requirements, and systems, and orientation working from a donor agency and Light House perspective, will be provided. Training to maintain professional capability in the field as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as they become available, subject to availability of funds.
∎ d. Language Proficiency: Must be able to communicate effectively in both written and spoken English at a professional level. Excellent written and oral communication skills with a fluent writing style and good knowledge and practical use of both English and Bangla.
∎ e. Job Knowledge:The Coordinator must have a good knowledge of training, advocacy and outreach programming. In addition, the quick learning ability and proactiveness are desired for this position. The Coordinator must have knowledge and understanding of the organization and roles of the different levels in order to maintain effective communication and coordination.
∎ f. Skills and Abilities:The Coordinator should have demonstrated the ability to assume management and leadership roles in terms of advocacy, training and outreach. The Coordinator must be resourceful, have good judgment, and have the ability to work diplomatically with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs. Ability to work under pressure, to prioritize work, and to meet tight deadlines is required. Must be able to communicate clearly with a wide range of partners.
∎ • POSITION ELEMENTS
∎ a. Supervision Received:The incumbent will work under the general supervision of the Project Team Leader. Daily supervision is minimal and routine work should be performed independently with little instruction. Employee should be able to identify and solve problems as they arise. The supervisor makes assignments in terms of overall objectives and resources available. Completed work is reviewed in terms of achievement of, and effectiveness in meeting, objectives. The Coordinator is expected work in a collegial manner, and to exercise considerable autonomy and judgment in discharging the duties of the assignment.
∎ b. Available Guidelines:Agency correspondence, manuals/SoPs, annual plans, Light House policy policies/guidelines and supervisor’s instructions. Guidelines are often general in nature and not specific to the situation at hand, requiring considerable interpretation.
∎ c. Authority to Make Commitments:Within the scope of the assignment, the Coordinator advises project office and project personnel on courses of action to resolve implementation deficiencies.
∎ d. Nature, Level, and Purpose of Contacts:Contacts are maintained in person, by phone, and by written communication with consortium staffs. Contacts will include routine administrative functions, as well as important issues regarding activity implementation, and the negotiation of corrective measures if needed.
Salary: Tk. 52745 - 52746 (Monthly)
