Job Responsibilities:
∎ The role:
∎ The overall responsibility of Technical Advisor-Health is to provide a clear strategic direction for the delivery of emergency health interventions under Rohingya Response Program at response site and to support the technical and protective quality of Emergency Health programming. S/he will ensure an integrated Health response through maintaining a close working relationship with other Technical Advisors and cross-cutting Departments e.g. Gender, Mental Health and Psychosocial Support, Monitoring Evaluation Accountability and Learning, Field Coordination. As a technical advisor s/he is also expected to ensure the quality delivery of primary health care interventions in coordination with Country Office (CO) Health and Nutrition (H & N) team. The position will also work closely with the Senior Manager Health to support on the delivery of the health strategy as well as to address the capacity building and wellbeing issues of clinical staffs. The incumbent will also be responsible for managing Health Information System

∎ With a direct report to Deputy Team Leader- Program Development Quality (PDQ) the position will also work closely with CO Health team focal persons to ensure adherence of MOHFW guidelines and protocols by the medical teams. The incumbent will be also responsible for building strategic relationships with other key health stakeholders including UN agencies and the Government of Bangladesh as appropriate. The incumbent will also be responsible for managing health information system to ensure high quality data for any programmatic decision making.

∎ This role will also represent the organisation in various forum including Health Sector Working Group, Health SAG and the SRH working group at CXB level. Proposal development and ensuring donor compliance are other critical responsibilities of this role. Considering the humanitarian nature of the program the position will be expected to work outside the normal role profile.

Additional Requirements:
∎ At least 7 years' experience of technical leadership of health service delivery programs on which at least 3 years' experience of working in a Senior Management position, Experience in emergency context is preferable
∎ Ability to manage Program/Sector budgets (not specific projects only) - humanitarian experience is preferable
∎ Proven experience in analysing and using health data in program design, monitoring and advocacy
∎ Previous experience in leading the development of technical guidance and SOPs in a humanitarian response, and in development and implementation of a response strategy
∎ Sound knowledge and skill of developing and implementing strategy for the Health sector of an international organisation
∎ At least one year of consistent representation of an international agency or organization at Sector/Cluster level during an emergency response
∎ Experience of managing multi-million, multi-year grants, as well as short-term emergency projects from high-level donors as well as preparing successful funding proposals, e.g. USAID, OFDA, DFID, UN, ECHO etc.
∎ Experience and commitment to working through systems of community participation and accountability
∎ Ability to write clear and well-argued assessment and project reports along with strong influencing skills and experience in advocacy
∎ A high level of written and spoken English
∎ The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
