Job Context:
∎ The position is responsible for the deliverables under agreed Scope of Works. S/he is expected to be a technical expert and should have adequate knowledge on Community & LGI engagement and social accountability models implemented in selected areas in Bangladesh. S/he will be responsible to lead the team for achieving the project target. S/he will be responsible to design model for ensuring social accountability and local government engagement. S/he will support Implementing Partner (IP) to develop comprehensive plan for strengthening Union, Upazilla and District level facilities for Maternal and Newborn Health services through liaising with local government, women affairs and MOH&FW departments. S/he will also develop capacity building plans (with the support of senior Coordinator and regional team) for local level LGI representatives and IP staff accordingly. S/he will also design support system for IP, DGHS and DGFP to mobilize local government, other relevant ministries to ensure quality Maternal and Newborn Health care services. S/he will identify and implement alternative service delivery approach to reduce access barrier. The incumbent will also be responsible for corporate, private sector and individuals in the community for resource mobilization for MNH.
∎ Job Location : Dhaka with extensive field visits in project Area.
Job Responsibilities:
∎ TECHNICAL LEADERSHIP AND PLANNING
∎ Develop Annual Implementation Plan with quarterly breakdown based on agreed Scope of Works with Milestones and Indicators at different levels and intervals
∎ Lead planning process to transform PHD's technical inputs to MaMoni-MNCSP at the Learning Sites as well as to the Implementing Partners by ensuring equitable distribution of responsibilities among the project staff at National and Regional level
∎ Provide strategic direction to all project staff to internalize concept and objectives of PHD's Roles in MaMoni-MNCSP, so that project personnel at different hierarchy could develop their work plan efficiently and better linked overall plan of actions
∎ Introduce various tools and techniques for ensuring supportive supervision of field activities by each hierarchy staff at regular intervals along with corrective measures for improvement
∎ Review progresses on regular basis against time-bound deliverable of the project and report to PHD management
∎ COORDINATION AND NETWORKING
∎ Maintain coordination with different stakeholders at DGHS & DGFP under MoH&FW and at Local Government Divisions under MoLGRD&C for assuring a successful buy-in mechanisms
∎ Conduct field visits to monitor and oversee the field activities and provide necessary feedback
∎ Develop functional linkages with relevant government functionaries, implementing partners, other agencies, professional bodies and institutions at national, division and district level
∎ MONITORING AND MENTORING
∎ Provide necessary guidance and hands-on assistances to the project staff for improving effectiveness and quality of work
∎ Monitor and mentor PHD and PNGOs on community engagement and voice, accountability and gender issues and inform findings to district/divisional/national teams
∎ DOCUMENTATION AND DISSEMINATION
∎ Ensure a comprehensive project documentation process
∎ Assist project team in developing ToRs for short-term Consultancy Services
∎ Prepare Final Draft of Monthly, Quarterly Annual Progress Report for PHD Management.
Additional Requirements:
∎ At least 10 years management experiences in the implementation health and nutrition-based projects/programs in Public and NGO Sectors
∎ experience of "participatory approach" or "social accountability mechanisms" as preferred requirement for the Team Leader
∎ Demonstrable experience in working closely with Government Functionaries at different sectors, such as, Health, Family Planning, LGD, LGI, NILG
∎ Working experience with different GoB Ministries, preferably with MoH&FW and MoLGRD&C.
∎ Strong supervision and management skills
∎ Strong communication and interpersonal skills
∎ Written and verbal in Bengali and English
∎ Experience in working with DGHS, DGFP, Local Government Division
∎ Computer skills: Word, PowerPoint, Excel, email and web browsing
