Job Context:
∎ Duration of contract : Till December 23 with a possibility of extension
∎ Project Description: Grambangla Unnayn Committee is one of the implementing partners of CLARISSA. CLARISSA is a program, delivered by a consortium of organizations and led by the Institute of Development Studies (IDS), to generate strong evidence based on, and innovative solutions to the worst forms of child labour (WFCL) in Bangladesh, and Nepal.
∎ The program is designed to build on the strengths of all consortium partners to work towards a decrease in the number of children in the WFCL in the program countries. Its focus is on surfacing key drivers of the worst forms of child labor and developing interventions to counteract them.
∎ The primary beneficiaries of the program are children in the worst forms of child labour and those who are vulnerable to being drawn into it. The families of these children will benefit from greater resilience to shocks, better options for their children`s safe and healthy future, and less intra-family stress and conflict.
∎ Integrated country teams have been formed in Nepal and Bangladesh.
∎ Participatory action research including Children`s Action Research Groups has formed a core program approach. The action research process is generating evidence-based activities and innovations and pilots aimed at changing the realities and agency of child labourers and the development and scale-up of child-focused strategies. Initiatives are being supported that are informed by children`s and adults` perspectives and are child-centered in approach. Child-led mechanisms and initiatives might include Child/ youth clubs - Child banks and health cooperatives - Alternative Education - Financial and psychological support to children/ families.
∎ Once interventions have been tested, we will identify ways to scale up what has been learned and benefit more children.
∎ Overall Purpose of the Role: The consortium aspires to adopt the best of our organisational good practices on safeguarding for the program and to continuously improve them. The social worker will promote and prioritize the safety and wellbeing of children and vulnerable adults across all program work, in whatever setting it may take place, and will undertake appropriate counseling and referral to local services.
∎ Job Location: Mainly in Dhaka but the post holder will be expected to undertake frequent travel within Bangladesh including to remote areas

Job Responsibilities:
∎ To take a lead in ensuring a safe approach to working practices with children and vulnerable adults involved in the CLARISSA program.
∎ To encourage and support the CLARISSA team in Bangladesh in adopting a safety approach that identifies risks to children and putting measures in place to prevent and mitigate such risks.
∎ To create awareness through meetings, training, and events that present opportunities for discussing vulnerabilities, safeguarding risks, and best practice in preventing and mitigating harm and abuse to children and vulnerable adults in the program.
∎ To deliver orientation and induction training on the program safeguarding policy and procedures to staff and associates and to provide information and clarification regarding safeguarding risks, prevention, and mitigation in the CLARISSA program and operations.
∎ To ensure there is consistency in the implementation of CLARISSA safeguarding protocol in the day-to-day delivery of program activities.
∎ To receive safeguarding reports/concerns and decide the steps to take in order to get the best outcome for survivors and victims of abuse, in consultation with the Country Coordinator and following an agreed reporting procedure.
∎ To document and keep records relating to safeguarding incidents and safe practices.
∎ To make referrals to external services like legal, medical, mental health, and psychosocial support services where required.
∎ To support the monitoring and review of safeguarding measures by supporting the delivery of survey, review, and learning processes.
∎ To support other work streams in carrying out a risk assessment and helping them develop measures to prevent and mitigate harm to children and vulnerable adults.
∎ To review and update colleagues in relation to knowledge of legal, policy, and procedural frameworks and to demonstrate professional competencies in social work practice that will keep children and vulnerable adults involved in the program safe.
∎ To work with individuals, families, career groups, and communities to help them make informed decisions, enabling them to clarify and express their needs and contribute to program planning and delivery.
∎ To assess needs, risks, and options pertaining to program participants, taking into account legal and statutory requirements regarding safeguarding children and vulnerable adults.
∎ To assess, identify, plan, implement and review the circumstances of individuals and their families involved in the program and the need for (and availability of) procedural and legal interventions to meet their immediate needs.
∎ To work actively with families/careers to identify and meet the support needs of children and vulnerable adults involved in the program.
∎ To support the monitoring and evaluation and the effectiveness of interventions, using professional and managerial supervision and support to improve safety practices.
∎ To contribute to the identification and agreement of outcomes required of the project.
∎ To participate in supervisions, appraisals, and team meetings, identifying issues and possible solutions where discussion and decision are required.
∎ To work within the budget framework of the service to identify specific packages of care to respond to individual child assessments.
∎ To offer specific advice to management and team members in areas of specialist knowledge.
∎ To provide consistent guidance to other team members on CLARISSA safeguarding protocol and best practice
∎ To observe and identify training needs and plan, budget, and arrange training and workshops.
∎ Collaborate closely with advocacy for driving key advocacy messages related to PSEA, Child Protection, and Gender mainstreaming.

Additional Requirements:
∎ Experience Required:
∎ Direct experience of working with vulnerable children and young people in a casework setting
∎ At least 2 years of experience working within an NGO setting
∎ Experience in working with children and vulnerable adults in isolated conditions
∎ Experience in implementing a child safeguarding policy in the organization to promote the well-being of the children and protect them from negligence, abuse, torture, and violence.
∎ Additional Essential Skill Requirements :
∎ Fluency in spoken and written English
∎ Fluency in local language/s
∎ Good understanding of the realities faced by children in the worst forms of child labour and those who are vulnerable to being drawn into it.
∎ Ability to give clear written and verbal accounts of casework issues.
∎ Ability to write clear, concise records and reports.
∎ Skills in assessment and analysis of risk.
∎ Ability to communicate effectively and creatively with children/vulnerable adults in a non-judgmental manner
∎ Ability to effectively organize work within a framework where time and service delivery targets are set.
∎ Advocacy skills
∎ Strong interpersonal skills, including the Ability to work collaboratively in mixed-skill teams (e.g. researchers and practitioners); Skills in negotiation, problem-solving, and decision-making
∎ Strong organizational and time management skills, including the ability to manage a complex workload
∎ Knowledge of relevant legislation, policies, and procedures
∎ Passion for the program approach e.g. participatory approach, child centeredness

∎ Willingness to travel to and work with communities living in poverty in remote areas

∎ Experience in working with street-connected children, domestic workers, children in commercial sex work, child migrant workers, etc.
∎ Management systems and organizational skills.
∎ Ability to use information technology systems.
∎ Committed to the delivery of high-quality services within a changing and complex environment.
∎ Full valid driving license and the use of a car.
