∎ Helvetas Bangladesh is looking for two positions of Skill Development and Job Placement Specialist for Dhaka based and or field based Programme Offices. Each of the positions are responsible to provide technical expertise and develop concepts, approaches, strategies and operational guidelines in the area of skill development, RPL and job placement in agro-food processing and other potential sectors. S/he is responsible to lead the development of market oriented skills training courses and job placement services that benefit the industries and job seekers. S/he will be responsible to support industries to establish linkages with backward and forward market actors to strengthen operation of industries in related sector/sub-sector. S/he will play a vital role in planning, implementing, monitoring, reporting and experience capitalisation of the specific project.
Job Responsibilities:
∎ Design operational strategies and approaches, guidelines, and tools on skill development, RPL and promotion of decent jobs in industries (large, medium and small size) in agro-food processing and other potential sectors following NTVQ framework;
∎ Develop/revise training curriculum, training modules and materials, and leaning materials in collaboration with BTEB and ISC;
∎ Design and develop E-Learning courses, on related topics, such as occupational health and safety (OHS), COVID19 protection, decent work, gender-related issues etc.
∎ Develop collaboration with industries (small, medium and large) and companies and negotiate with them on organising skill training and apprenticeship programmes for youth and female;
∎ Arrange appropriate capacity building initiatives for master trainers of large and medium size industries and Training and Employment Service Providers (TESP) skills development, certification and decent job placement;
∎ Facilitate related actors and industries to mobilize and recruit job seekers from poor, extreme poor and disadvantaged groups for their skill development, RPL and decent job placement;
∎ Support industries to establish themselves as certifies Recognized Training Organisations (RTO) and arrange skill assessment and certification process for their skilled workers;
∎ Support industries to identify and select appropriate strategies to make efficient linkage with backward and forward market actors in the respective sectors;
∎ Organise sharing and exchanging good practices and learnings of the project with national SD actors (including BTEB and National Skill Development) and related private which contribute national skills development strategies;
∎ Initiate institutional contacts with relevant public and private sector organisations (including industries and market actors) and develop effective working linkages with them for smooth implementation of the collaborative activities.
∎ Develop monthly detail implementation plan (DIP) on skill development, RPL and job placement in consultation and in coordination with partners and project implementation unit (PIU);
∎ Contribute to prepare different reports, case studies, experience capitalisation documents, and other communication materials on best practices and innovations.
∎ Support MEAL Coordinator to develop output and outcome level indicators, tools and guidelines for the monitoring and knowledge management;
Additional Requirements:
∎ At least 5 years' experience in skill development in the agro-food processing sector
∎ Having work experience with the projects funded by donors such as ADB, DFID, EU, GAC, GiZ, ILO, USAID, and Government funding.
∎ Working experience with projects funded by USAID will be given highest preference in selection.
∎ Good level of conceptual abilities and having in-depth knowledge and understanding on skill development framework and related job sectors in Bangladesh;
∎ Strong analytical, facilitation and team building skills;
∎ Have track record in collaboration with leading public and private sector in implementation and decent job placement acivity;
∎ Fluent in English both written and spoken, should be able to demonstrate his/her ability to translate complicated ideas into language easily understood by others.
Salary:
∎ The initial employment contract would be for 25 months which will include annual performance appraisal and renew of employment contract on annual basis. The gross salary for the position is BDT. 160,000 including all benefits (PF, Gratuity, Festival Bonus, Insurance and others as per HR policy) depending on the total length of experience in related skill development activity. The duration of contract is extendable based on fund availability and individual performance of the staff.
