∎ Education
∎ • University degree in civil engineering is preferred. However, master’s degree in development studies, humanitarian action, management, and related discipline along with experiences of shelter program management will be considered as qualification for application.
∎ • Experiences in international missions is an advantage.
∎ Professional Experience
∎ • Minimum 7 years working experiences in humanitarian field, of which minimum 3 years with international NGOs. Experience of working in Rohingya camps is an advantage.
∎ Essential Requirments
∎ • Demonstrated skills in designing and developing shelter projects aimed at supporting displaced populations.
∎ • Demonstrated skills in providing leadership to a diverse team to achieve high quality results.
∎ • Excellent knowledge and skills in organizing and conducting meetings, workshops, training courses/sessions.
∎ • Demonstrated knowledge and understanding on humanitarian principles and standards with experiences of applications in the field.
∎ • Experiences in designing and writing successful project proposals and budget preparation, report writing, budget monitoring and ensuring compliances.
∎ • Demonstrated experience in team management, conflict resolution and capacity building of the team.
∎ • Professional understanding on gender, safeguarding, PSEA, etc. and experiences of application of them in project cycle management as well as in team management.
∎ • Demonstrated experiences and skills in external representation, coordination, networking, and advocacy to influence policy and practice changes.
∎ Language
∎ • Fluent in English (speaking and writing). The position holder requires to communicate professionally with stakeholders including relevant technical advisors, donors outside of the country, active participation in coordination meetings represented by people from various countries.

∎ An international humanitarian and development organization working globally is seeking application for a Shelter Program Manager from experienced Bangladeshi Nationals.
∎ JOB PURPOSE:
∎ The Shelter Program Manager is responsible for overall leadership of the Shelter Program in Rohingya (FDMN-Forcibly Displaced Myanmar Nationals) camps. S/he represents the organization externally and coordinates with shelter actors and stakeholders as well as ensures that the interventions meet standards, quality and humanitarian principles.
∎ ROLES:
∎ Program Management
∎ • Working closely with the Head of Mission, Shelter Team, other Managers, and stakeholders in developing high-quality programs including preparation of concept notes, project proposals and related documentations.
∎ • Provide technical support for the expansion of program in Cox’s Bazar and contribute to develop country level humanitarian strategies.
∎ • Working with Head of Mission and Teams to develop Shelter sector response plans, budgets, implementation, and management strategies.
∎ • In collaboration with Head of Mission, MEAL and Business Development unit, the Program Manager (PM) will be responsible for assessments, projects design, reports preparations for internal and external stakeholders.
∎ • Prepare and oversee project implementation plans and to ensure timely delivery of project activities (for example, annual/quarterly/monthly action plans, helping MEAL to monitor against log frames, etc.)
∎ The PM will ensure that the assigned projects meet the objectives and are completed within agreed time frame, budget and set quality.
∎ • Continuously monitor and supervise project activities by visiting project sites/camp minimum once a week, overseeing the technical design, execution, and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
∎ • Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges, and areas in need of improvement including operational data.
∎ • Ensure constant communication with project staff and partners (f applicable) to identify potential problems, formulate recommendations, solutions and reports.
∎ Coordination and Advocacy
∎ • Continue coordination with the donor both with the field team and relevant members in Cox's Bazar office.
∎ • Participate in sector meetings, working group meetings, and other coordination meetings led by relevant organizations.
∎ • Ensure robust and efficient coordination with other sectors.
∎ MEAL
∎ • Work closely with support from the MEAL Manager and support to put in place a M&E plan for your project, ensuring this links to reporting requirements, and capacity building of field staff.
∎ • Ensure all necessary support and inputs provided to MEAL unit to put in place accountabilities in the project, ensuring that feedback from communities is considered in project design.
∎ • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards.
∎ Financial Management
∎ • Work closely with Head of Mission and Admin and Finance Manager to manage budget for the Shelter Projects and ensure all expenses are according to budget and meet organizational standards regarding financial management, including accountability and good governance.
∎ Logistics
∎ • Ensure preparation Procurement Plan and Procurement Requests on time. Continue liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
∎ Capacity Building
∎ • Identify technical staffing needs for Shelter Projects. Work closely with HR department, and support recruitments, induction, and training of new staff as well as follow up training/ capacity building for existing team.
∎ • Identify learning and training opportunities for project staff and work as a mentor and role model for the team.
∎ Safety and Security
∎ • In close collaboration with Head of Mission and Shelter Supervisor, assess and consult other partners to ensure security situation of operational locations. This includes supporting risk assessment and share security information.
∎ • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities.
∎ • Provide timely incident report to the Head of Mission as needed.
∎ General
∎ • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the organization.
∎ • Comply with organizational policies and practice with respect to code of conduct, security policy/SOP, gender and safeguarding policy, PSEA policy and other policies and compliances.
∎ • The job holder may be asked to perform duties and tasks not covered in this job description within the remit of their expertise, as well as to provide support to other areas when necessary.
