Experience:
B.Sc in Civil Engineering from any public engineering university or renowned private engineering university
Minimum 3 years of work experience in the shelter & construction in the camp and host communities.
Previous working experience in a similar role will be preferred.
Skill in Auto Cad 2D/3D, Microsoft Office, Microsoft Excel, Microsoft Power Point.
Energetic, hard worker with have the capability to manage construction sites efficiently.
Estimations, Prepare BoQ, Analysis of rate & quantities and drawings/design work etc.
Should have good knowledge on both Bangla and English writing and speaking skill.
Candidates who know Chittagonian/ Rohingya language will get preference.
Ability to plan and schedule work, including determining staff, equipment and supplies as needed.

Establish and ensure effective working relationships with BDRCS PMO staff.
Ensure effective working relationships with IOM and IFRC and GO-NGO officials.
Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Population Movement Operations (PMO) at Cox’s Bazar:
Department: Shelter & Settlement Sector under Population Movement Operation (PMO).
Reportable to : Sr. Shelter & Construction Engineer, PMO, BDRCS
Contract duration: 30 September 2026 (possibility of extension based on satisfactory performance and availability of funds.
Key roles of the position:
The Shelter & Construction Engineer’s primary role is to ensure technical guidance to the BDRCS/IFRC shelter team for the planning, designing, and monitoring of shelter construction (TSS/MTS), care and maintenance, RDV and other community infrastructures to support IFRC/other partners shelter construction-related work for camp and host communities. He/she has to prepare efficient and effective drawing/design with BoQ, management, and implementation of shelter related works under Population Movement Operation (PMO) by working on the IFRC & other PNS-funded BDRCS shelter and settlements related activities in collaboration with participating national societies(PNS),/INGOs/UN agencies, local authorities, stakeholders, and affected communities within the movement`s mandate. His/her’s another role will be explained the work to fellow/assistants in the right way and getting the job done correctly from them and working in coordination with all sectors and management.
The Shelter & Construction Engineer under oversight of the BDRCS Sr. Shelter and Construction Engineer, and IFRC Shelter & Construction Manager. He/ She will work on the IFRC funded BDRCS shelter and settlements related activities in collaboration with, Participating National Societies, INGO’s, UN agencies and local authorities and stakeholders and affected communities within the mandate of the Movement to ensure efficient and effective design, management and implementation of shelter programming related to the Population Movement Operation (PMO), BDRCS.
Duties and responsibilities:

Implementing the shelter and construction related to all activities according to the organization`s plan of action.
Constructing of shelters and other installations as per BDRCS, IFRC and other Partner National Societies plan
Maintaining PMO constructed shelters in the different camp & host community areas.
Ensuring BDRCS services including shelter construction & Shelter/NFI distribution activities as directed by the management.
Coordination with the Office of the RRRC, concern Camp in charges (CiC) and UNO to establish single communication line which allows us to track our issues/submissions and obtaining timely decision/ approval of the authorities.
Doing effective collaboration with counterparts (IFRC and other Partner National Societies).
Preparing periodic action plan and report on shelter & construction activities as required.

Designing of necessary model or individual Shelter unit as per community requirement and local context of target areas.
Supervising, coordinating and monitoring planned activities at camp and host community, supervise/monitor the work of subordinate staffs, NDRT, RCY, community organizers / volunteers etc.
Preparing the budget plan & review, cash forecast, fund requisition, logistics requisition, market assessment on required materials,
Facilitating and support shelter/ construction related training event and campaign interventions implementation at community level.
Preparing of drawing design and BOQ of any shelter related structures funded by IFRC & PNS.
Design and support inclusive shelter solutions that ensure access of all regardless of their age, gender, and disability.
Field visit to monitor and review the program performance and share the findings with the shelter team.
Representing BDRCS in relevant coordination platforms for shelter sector at Cox Bazar and Dhaka and support monitoring and evaluation and reporting team of the project to document shelter activities.
Providing shelter technical assistance to the project team and ensure compliance with accountability mechanisms in line with different standards such as the SPHERE standards and Shelter Cluster performance standards in coordination with project team.
