∎ Master/Bachelor degree in Disaster Management, Environmental Studies, Urban and Regional/Rural Planning (URP), Geography, Civil Engineer or any other related field from any reputed public or private university or Institution

Requirements:

Responsibilities & Context:
∎ Take a leading role in developing and implementing an Emergency Preparedness and Response (EPR) strategy
∎ Collaborate with the SMS team, Camp in Charge (CiC), community members, and other camp actors to ensure a comprehensive approach
∎ Conduct contingency planning for natural disasters such as cyclones, flooding, landslides, and fires
∎ Use participatory methods to involve the community in planning processes
∎ Facilitate standard process and quality implementation of various projects/schemes and timely reporting
∎ Necessary logistical arrangement and management of stock and record keeping
∎ Perform disaster risk vulnerability mapping in camps managed by BRAC
∎ Share findings with relevant sector leads
∎ Provide advice on preparedness actions based on vulnerability assessments
∎ Development of various training and learning materials including proper planning
∎ Manage and train Site Management General Volunteers and Volunteer Block Leaders
∎ Ensure SMS volunteers are equipped with the necessary tools and equipment’s to perform their duties effectively
∎ Organize and coordinate regular disaster drills at the camp level
∎ Work in coordination with the fire department, Cyclone Preparedness Programme (CPP), and the CiC
∎ Necessary coordination and collaboration with different partners working in the camp
∎ Maintain updated lists of all volunteer groups in the camp
∎ Ensure volunteer groups are prepared to respond during disasters
∎ Support any emergency response and lead the team to reduce the negative impact
∎ Facilitate management of mobile firefighting units (MFFU) and necessary guidance to the volunteers for its 24/7 functioning
∎ Conduct capacity building and training sessions for various BRAC sectors and partners on DRR
∎ Develop and implement strategies to enhance staff and volunteer’s capabilities in disaster preparedness and response
∎ Organize and facilitate various events including meetings, training workshops and reporting
∎ Attend and represent BRAC in sectoral coordination meetings at both Cox’s Bazar and camp levels
∎ Ensure effective communication and coordination with all stakeholders
∎ Produce periodic reports on DRR activities and outcomes
∎ Contribute to BRAC’s organizational learning by sharing insights and best practices from field experiences
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
∎ The Emergency Preparedness and Response Officer (EPRO) will lead camp-level contingency planning and implementation in collaboration with the Camp Manager and other camp actors. The EPRO will be responsible for overseeing the management, supervision, and training of the Site Management Support (SMS) Volunteers, ensuring they are adequately equipped to fulfill their duties. Additionally, the EPRO will conduct regular disaster risk assessments focusing on shelter, WASH installations, and other camp infrastructures. The EPRO will provide critical advice to the Site Management Support (SMS) team regarding household relocations and other Emergency Preparedness and Response (EPR) activities aimed at minimizing disaster impact within the camp
