The Atlanta-based, non-profit, non-governmental Center has helped to improve the quality of life for people in more than 80 countries around the world. The Carter Center’s Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.
∎ The Carter Center’s Rule of Law Program seeks Tottho Bondhus to be based in Khulna, Naogaon, Dinajpur, Moulvibazar, Netrakona, or Rangamati Districts to support implementation of the Advancing Women’s Right of Access to Information in Bangladesh Project. All full-time staff positions require fluent Bangla, professional-level English, and the ability to freely work and travel throughout Bangladesh.
∎ The Tottho Bondhu promotes awareness of the Right to Information (RTI), gender, and climate issues while supporting women and youth in accessing government services. Key responsibilities include assisting with RTI applications, conducting field visits, preparing reports, attending events, and motivating youth groups to assist their communities. The role involves creating case stories, maintaining data trackers, and representing The Carter Center on local platforms. Additionally, the Tottho Bondhu supports partners by ensuring accurate entry of RTI applications into the ODK platform. Under the guidance of the Program Officer and in coordination with Dhaka-based colleagues, the Tottho Bondhu’s responsibilities include:
∎ Act as a bridge between women interested in accessing public information and the information offices within national and local government line departments of ministries and agencies.
∎ Promote the Right to Information Act in target districts by:advising women requesters on the 2009 Right to Information (RTI) Act and processes;facilitating the formal process of requesting information; guide women and youth on how to write and submit RTI applications, assisting them in formulating questions for government officers;accompanying women interested in requesting information to public agency offices; and,assisting women’s groups and individual women in monitoring information requests through follow-up on government responses

∎ Work with line departments of respective target ministries at the local level in proactive disclosure of information by:supporting dissemination of meaningful information to women;assisting with creative proactive disclosure mechanisms, as necessary; and,recording women’s feedback regarding the usefulness of proactively disclosed information and the effectiveness of disclosure mechanisms

∎ Assist in convening meetings of the upazila and district level Multi-Stakeholder Committees. Engage with women group members, provide them with TCC materials, and lead discussions on RTI, gender, and climate-related issues. Record and document the meeting with photos and notes
∎ Collect case stories from beneficiaries and project staff, prepare narratives, and gather related photos.
∎ Utilize Most Significant Change (MSC) data collection tools for case story preparation.
∎ Identify trends and lessons learned pertaining to the right of access to information and think creatively in identifying and developing methods to help advance women’s right of access to information in the target districts.
∎ Report any significant local issues that may impact the Center’s security posture to the Bangladesh Security Focal Point on an ongoing and as needed basis.
∎ Submit weekly reports using templates provided by The Carter Center regarding efforts to advance women’s right of access to information including activities conducted, events attended, statistics/progress regarding proactive disclosure and RTI requests, and success stories. Prepare monthly work plans, timesheets, and travel bills. Attend online meetings and report local issues to the Program Officer.
