• Work experience with the Red Cross/Red Crescent Movement or similar humanitarian organizations is preferable.

Skills & Competencies:

• Knowledge of disabilities and inclusion in livelihood programming.

• Have basic training on cash and voucher assistance and market assessment.

• Strong understanding of community-based livelihood strategies, microenterprise development, and market linkages.

• Ability to analyze market trends and economic opportunities for vulnerable populations.

• Excellent skills in project planning, budgeting, monitoring, and impact evaluation.

• Strong communication, negotiation, and problem-solving abilities.

• Proficiency in MS Office (Excel, Word, PowerPoint), data analysis tools, and digital reporting systems.

• Willingness to travel frequently to field locations, including remote areas.

The Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, Climate Change adaptation, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, under the “Pathways to Healing: A survivor Centered Approach to Address Violence and Human Rights Violations in Bangladesh”, BDRCS is looking for a suitable Bangladeshi candidate for the following position:

Job Purpose

The Senior Program Officer – Livelihood will lead the planning, execution, and monitoring of livelihood interventions under the P2H project. The officer will work towards improving the economic resilience of survivors through inclusive livelihood support, cash and voucher assistance, skill development, and enterprise promotion. The role requires close coordination with consortium partners (IFRC, DRC, SweRC), government agencies, and private sector actors to ensure alignment with humanitarian standards and donor expectations.

Job Description/ Responsibilities-

1. Project Implementation & Monitoring:

• Ensure all livelihood interventions contribute to enhancing the economic and social resilience of individuals affected by civil unrest, through targeted livelihood support, income-generating training, and market linkage development.
• Conduct market assessments to identify the functionality and diversity of the markets
• Facilitate the identification of sustainable income-generating activities (IGAs) for beneficiaries in an owner-driven process.
• Facilitate inclusive livelihood programming for people with disabilities and caregivers.
• Oversee cash and voucher assistance (CVA)/ sub-grant disbursement in coordination with BDRCS Cash SOPs and CVA cell.
• Ensure the timely and efficient distribution of livelihood grants, business startup kits, and vocational training.
• Ensure that all livelihood interventions follow gender, disability, and protection-inclusive approaches.
• Conduct regular field visits to monitor progress, provide technical support, ensure quality assurance, and carry out post-distribution monitoring and impact assessments

2. Coordination & Stakeholder Engagement:

• Coordinate with IFRC, PNS,, local government, vocational training institutions, other humanitarian stakeholders and market actors to strengthen program delivery.
• Facilitate partnerships with financial institutions, business networks, and social enterprises to create market linkages.
• Represent BDRCS in livelihood cluster meetings, donor consultations, and government coordination forums.

3. Community Engagement & Accountability (CEA):

• Facilitate community consultations, focus group discussions, and participatory livelihood assessments.
• Establish feedback and complaints mechanisms to ensure community engagement in program planning and implementation.
• Support awareness-raising activities to promote self-reliance and economic empowerment among beneficiaries.

4. Capacity Building & Technical Assistance:

• Conduct training on business development, entrepreneurship, and financial literacy for beneficiaries.
• Ensure technical support and mentoring for community-based livelihood groups and cooperatives.
• Provide technical guidance to project staff, field officers, and volunteers on livelihood interventions.

5. Reporting, Documentation & Compliance:

• Develop and submit monthly, quarterly, and final reports as per donor and BDRCS requirements.
• Ensure proper documentation of beneficiary selection, training activities, cash disbursements, and impact assessments.
• Ensure compliance with EU donor requirements and BDRCS Cash SOPs.
• Work closely with the Monitoring, Evaluation, and Reporting (PMER) team to assess project outcomes.

6. Sustainability & Environmental Responsibility

• Promote environmentally sustainable practices in livelihood programming.
• Minimize carbon footprint and encourage use of eco-friendly materials and methods
