∎ The Senior Program Analyst provides technical assistance, research, analytical and operational support across a range of ThinkWell in-country public or private sector health projects. The Senior Program Analyst brings strong quantitative skills and research capacity (typically in health economics, health financing, health insurance, business analytics, statistics, public health, and market research) as well as a solid understanding of the design, implementation, monitoring, and evaluation of health sector programs.
∎ This is a full-time position based in Dhaka, Bangladesh. The Senior Program Analyst reports to the Deputy Country Manager, Bangladesh.
Job Responsibilities:
∎ Program Design and Implementation:
∎ Work closely with the Ministry of Health and Family Welfare (MOHFW) and Ministry of Finance (MOF) in generating with high-quality analysis of operational, financial, and business data to identify efficient opportunities in the financing, delivery, or organization of COVID-19 vaccine and essential health services.
∎ Support the review, design, and implementation of evidence-based solutions to ease health financing and public financial management (PFM) system bottlenecks to improve the delivery of COVID-19 vaccine and essential health services.
∎ Lead analyses on health expenditure, including out-of-pocket spending, financial forecasting, benefit incidence analysis, resource tracking, and cost-effectiveness.
∎ Produce high-quality written reports and presentations, including technical documents, project status reports, policy briefs, technical briefs, blogs, and publications for conferences and journals.
∎ Create graphics and visualizations of quantitative and qualitative data.
∎ Contribute to business development, including desk research, technical input, and proposal and concept note writing.
∎ Research:
∎ Conduct desk research including literature reviews, data extraction, and analysis on relevant technical and policy issues and effectively summarize findings.
∎ Develop data collection instruments such as surveys, structured and semi-structured interview questionnaires, interview guidelines, and support validation of the instruments, and engage in field-level data collection.
∎ Conduct quantitative and qualitative data management and analysis (e.g., statistical analyses, business analytics, thematic analyses) across a range of subjects.
∎ Contribute to business development, including desk research, technical input, and concept note and proposal/protocol writing.
∎ Project Reporting and Representation:
∎ Draft or revise sections of donor reports, presentations, deliverables, and coordinate team member input.
∎ Occasionally represent ThinkWell with external partners, donors, or stakeholders at meetings and events.
∎ Project Administration and Operations:
∎ Support a range of project administrative and operational responsibilities, including training, communications, organizing meetings and workshops, and drafting donor correspondence.
∎ Any other duties as requested by the supervisor.

∎ YOUR QUALIFICATIONS
∎ 7+ years experience or graduate degree (Masters) and 5+ years experience; degree in health economics, economics, statistics, public health, and related fields preferred.
∎ Relevant work experience in the core technical areas of health financing and public financial management for the health sector in the country context. Additional experience or training in health economics, health policy, or health systems is desirable.
∎ Advanced proficiency in Excel and PowerPoint required.
∎ Exceptional analytical, research, and problem-solving capabilities.
∎ Established track record of preparing high-quality technical reports, policy briefs, and presentations.
∎ A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work.
∎ Tech-savvy and skilled at visual display of data;
∎ Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders.
∎ Full English and Bangla fluency, third language a plus.
∎ Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations as well as across work areas.
∎ Ability and willingness to travel up to 25%.
