∎ At least five years of working experience in relevant field, especially in monitoring; evaluation, learning and research in the development sector;
∎ Strong data management, data quality assurance, data analysis and report writing skills;
∎ Knowledge of different research/study methodologies;
∎ Partially or fully MEL and Research portfolio for Climate Resilience project;

∎ A university degree, preferably Masters in statistics, data science, population science, social sciences, development studies, urban and regional planning, disaster management or relevant discipline.

Responsibilities & Context:
∎ Roll-out and functioning of MEL Plan and Adopt Programme Quality and Delivery Framework (PQD) framework for Bangladesh Country Programme in collaboration with Practical Action MEL standards;
∎ Provide required support for establishing and rolling out Online Monitoring system and ensure its routine functioning;
∎ Contribute in preparing tools and guideline according to MEL plan and PQD Framework;
∎ Assist in developing common and specific indicators (or issues/focuses) for an effective change/impact measurement following Practical Action Compendium of Indicators
∎ Coordinate in measuring most significant changes, biggest impact, assessing success and failure of a project, analyzing our investment efficiency and replicability of actions;
∎ Contribute in building team capacities related to MEL, participatory action research, various approaches of measuring change and evaluating projects
∎ Track achievements of outputs and outcomes through result-based monitoring, outcome harvesting, most significant changes and different assessments to measure efficiency, effectiveness, impact and find out limitation & challenges and learning of the project
∎ Conduct routine monitoring visit and provide feedback to the respective management in order to improve the implementation quality of the project;
∎ Conduct Baseline, Post-Event and Endline study for measuring the climate resilience capacity utilising Climate Resilience Measurement of Communities (CRMC) process;
∎ Support in preparing internal monthly, quarterly report, annual report and donor reports
∎ Support in preparing Study ToR, following up external consultants to conduct different studies namely, baseline, end-line evaluation, field research, etc.
∎ Document the learning and best practices for use in the programme and future programme development.
∎ Support to MEL and Research team to prepare global Indicators report of Practical Action§  Established and functioning Accountability system across the project.
∎ Measuring the impact of Early Warning Dissemination Mechanism (i.e. voice messaging, Disaster Alert Apps for BD) and conduct user experience, impact study;
∎ Support in developing blogs, research papers, learning documents and conducting learning harvesting and support in other relevant events.
∎ Assist communication team in preparing evidence-based communication material.
∎ Support program delivery team and thematic team in developing new projects, literature review, data collection, analysis, synthesis, writing quality reports, strategic business plan, etc.
∎ Maintain regular coordination with respective team of UK, consortium partners, donor and respective stakeholders related to MEL and fund raising;
∎ Maintain close coordination with different department including gender, advocacy, communication, General Support Services, People & Culture, and the focal of enabling pillars;§  Support partners to ensure standard M&E system and staff capacity building;
∎ Ensure that all involved acting on the organisation’s behalf are well aware on Safeguarding Policy, Diversity and Dignity in the Workplace Policy, Code of Conduct, Fraud policy and Whistleblowing policy.·
∎ Ensure beneficiaries whom we work with are aware of the safeguarding policy including the reporting lines when appropriate.·
∎ Be responsible that anyone acting on our behalf has signed up to the Safeguarding and Code of Conduct policies.·
∎ Ensure our ethics and values, as set out in our Code of Conduct and related policies, including safeguarding, are embedded in team culture, and well modelled by others. Ensure that reporting structure are well promoted and respond to all concerns appropriately.·

∎ The Senior Officer - Monitoring, Evaluation and Learning (MEL) is a part of the Monitoring Evaluation Learning and Research team of Practical Action who will closely work with different units including PDU, TLU, fund raising, gender, communication, GSS, P&C, etc. and country management to support the quality programme implementation in relation to MEL and Research and project-based MEL plan and process. S/he will support in conducting different study/assessment, result based monitoring and field research. S/he will also coordinate in overall learning harvesting, accountability system and impact measurement and its documentation processes.
∎ MEL and Research (70%)
