Job Context:
∎ Location: Cox`s Bazar Office with frequent field visits to the camps and host community
∎ Duration: Till December 31, 2024
∎ Expected Joining Date October 01, 2023.
∎ Reports to: Program Manager - Play to Learn, Bangladesh Humanitarian Program
∎ Applicant Eligibility: Priority will be given to female candidates
∎ Position Summary: Senior Officer - Government Relations and Program Support, Play to Learn, Bangladesh Humanitarian Program will be responsible for providing day-to-day office operational support to the Cox`s Bazar office and managing & reporting the FD7-related activities and approvals. Office operation support includes Cox`s Bazar office maintenance, venue, events, and travel management, hotel and vehicle contract and booking, local level procurement, petty cash management, bills checking and clearance for payment, education materials receiving and distribution, and stock management. Government-related tasks include support in preparing FD7, camps-wise baseline preparation and approval, collecting Certificate of Local Authority, attending CIC-level meetings, and ensuring reporting.

Job Responsibilities:
∎ Key Area 1: Government approvals, coordination, and reporting:
∎ Support in developing FD-7.
∎ Prepare the need assessment documents for individual camps and submit them at the CIC level for approval.
∎ Collect the need-assessment approvals from individual camps.
∎ Compile the need assessment approvals and submit them to the RRRC office.
∎ Prepare monthly activity reports and submit them to individual camps and UNO offices.
∎ Participate in camp level meetings regularly and provide updates to the office.
∎ Collect activity implementation approval from CICs Confidential Page 9 of 11.
∎ Collection of project-end certificates from the camp level, compile the certificates and project clearance certificates from the RRRC office.
∎ Attend regularly CIC level monthly and periodic meetings.
∎ Visit camps and CIC offices, and brief CICs and other officials about the Play to Learn project to increase visibility and smooth implementation.
∎ Key Area 2: Program Support:
∎ Organize meetings, workshops, training, and other events as required in Cox's Bazar, Upazila, and camp levels as planned by the project.
∎ Provide support to prepare and update contracts with hotels, vehicle rental service providers, and other local vendors/suppliers for relevant logistics.
∎ Arrange logistics support for the visitors to Cox's Bazar including accommodation, transportation, and other logistic support as required.
∎ Prepare and compile monthly field visit schedule and arrange vehicle support as per approved schedule and procurement approval.
∎ Prepare purchase requests for all sorts of procurement, arrange for approval, and assist in procurement in Cox's Bazar and in Dhaka Office.
∎ Assist in the local-level procurement process, bill collection and payment process.
∎ Manage inventory at Cox's Bazar Office. Receive delivery of program materials from vendors/suppliers and from Dhaka office. Ensure distribution to the partners and other stakeholders as per the approved plan.
∎ Maintain office petty cash and arrange to replenish petty cash at the end of each month.
∎ Supervise regular work of Support Staff and ensure logistics for a good working condition at office.
∎ Any other program-relevant tasks agreed upon with the Supervisor.

Additional Requirements:
∎ Working Experience: 4 years relevant NGO/INGO experience including 2 years in Rohingya Response in Cox's Bazar in Government Relations and/or Program Support.
∎ Job-related Knowledge:
∎ Humanitarian operation structures and processes.
∎ NGOAB approval process and RRRC and CIC level project approval and reporting processes.
∎ Office administration and procurement.
∎ Skills:
∎ Excellent interpersonal communication skills.
∎ Good MS Office operating skills.
∎ Good planning and coordinating skills.
∎ Good on teamwork.
∎ Manage multiple priorities and workloads.
