Job Context:
∎ USAID`s Nobo Jatra (NJ)/ New Beginning, a Food for Peace (FFP) Program for 5 years implemented by World Vision Bangladesh (WVB), World Food Programme (WFP) and Winrock International, in partnership with Bangladesh`s Ministry of Disaster Management and Relief (MoDMR) is designed to reduce food insecurity and vulnerability for 856, 116 direct participants in 40 Unions of four Upazilas; Shyamnagar and Kaligonj under Satkhira District and Koyra and Dacope under Khulna District in the southwestern coastal area of Bangladesh.
∎ The purpose of the position is to provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations.
∎ Over-all leadership in planning, designing and implementing the M & E system making it an essential management tool allowing the project team to assess progress against benchmarks and make changes that improve outcomes and move toward success.
∎ This position reports to the Chief of Part (CoP) and is part of the Project Management Team.

Job Responsibilities:
∎ Develop and implement the project’s cost extension phase M & E plan, coordinate with WV and sub-grantees technical staff, manage and support third-party consulting firms for baseline, evaluation and operational research processes, conduct data analysis and reporting, lead the over-all M & E capacity building for technical program and M & E staff and the conduct of key learning workshop for the entire program staff, USAID and other stakeholders.
∎ Ensure the alignment of M&E activities with program goals and contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities.
∎ As required by the logical framework, manage the implementation of a utilization focused approach to M & E, collecting performance indicator data to support on-going decision-making, strategic project modification and understanding of the project’s impact on target populations.
∎ Ensure all the environmental safeguard requirements of USAID for the project, lead the environmental safeguard team, and integrate the environmental monitoring with the M&E system of the project.
∎ Develop program accountability framework, over sight the roll out of accountability process, systematic integration of Program accountability standards at the Program, establish and ensure effective Feedback and Complaint Response Mechanism at all level.
∎ Take responsibility for coordination and leadership for monitoring and evaluation of the project ensuring effective use of data in decision-making and initiates ting the lessons learned.
∎ Oversee and execute a utilization –focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project’s impact on target populations.
∎ Coordinate with World Vision and sub-grantees technical staff on annual monitoring thru routine activity and output monitoring and annual surveys to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ Facilitate collection, aggregation and analysis of both routine monitoring data and annual surveys in coordination with third-party firm where planned and the maintenance of an electronic database that stores routine monitoring data and annual surveys.
∎ Manage and support third-party consulting firms supporting the three evaluations during the life of the project.
∎ Mobilize team on data analysis and reporting from routine activity & output monitoring, annual surveys, support the preparation of quarterly and annual performance reports and updating the project’s Indicator Performance Tracking Table (IPTT).
∎ Lead the over-all M & E capacity building for technical and M & E staff and sub-grantees.
∎ Lead the conduct of key learning workshops for the entire program staff, USAID and other stakeholders.
∎ Facilitate experiential learning and data analysis from assessments, surveys, research, and routine monitoring, as well as scenario planning around activity responses to anticipated shocks and/or changes in the political, social, environmental and/or market context.
∎ Provide strategic high-level feedback, analysis and interpretation throughout the cost extension phase program sustainability processes.
∎ Over sight the roll out of Community Accountability process such as Program.Accountability Framework, Systematic integration of Program Accountability standards.
∎ Develop guidelines, appropriate tools and checklists for mainstreaming of programme accountability standards and approaches.
∎ Establish and ensure effective Feedback and Complaint Response Mechanism at filed office level.
∎ Ensure that all the Environmental requirements of USAID are fulfilled
∎ Review the environmental monitoring tools, environmental reports (ESR), guidelines, training materials etc. to ensure that all of these fulfill the USAID’s requirement as per reg. 216.

Additional Requirements:
∎ Must have experience in working with USAID directly and experience in setting M & E system and managing baseline and evaluation processes.
∎ Understanding of US government’s expectations and trends for monitoring and evaluation, including food assistance programs.
∎ Advanced understanding of monitoring and evaluation concepts and the purpose of M&E.
∎ Understands and interpret results framework, M&E plan, PMP and IPTT.
∎ Knowledge of indicators, strategies and tools to identify project progresses and bottlenecks to achieve cross-cutting objectives, including gender and environment.
∎ Understanding of the difference between descriptive and inferential statistics, understanding the concept of participatory monitoring, approaches to impact evaluation, and planning and use of mixed methods.
∎ Familiarity with environmental indicators and initial environmental assessments
∎ Project design/ assessment of needs & opportunities, Causal (problem) analysis and objective hierarchy, mapping out a project development hypothesis, Designing gender assessment studies and analyses, Design market assessment studies.
∎ Familiarity with M & E Core Competencies set by the Food Security and Nutrition Network’s (FSN) used in USAID’s Food Programs.
∎ Able to Identify performance indicators and tools to inform managers/ program staff about the progress towards program objectives and encouraging management to integrate them into the project design.
∎ Experienced in sampling for qualitative studies and quantitative surveys.
∎ Experienced in Data quality management for all data collection activities, Qualitative techniques for monitoring, Quantitative techniques for data collection, Data analysis, M&E capacity building, Evaluation design.
∎ Knows the Techniques for presenting information.
∎ Knowledge of modern research and analysis methodologies, and proficiency using one of the common statistical analysis software package (Stata, SPSS, SAS).
∎ Outstanding in English language, both written and oral communications.
∎ Must have at least 5 to 8 years of progressive responsibility in relief and development programs with significant time experience conducting project evaluations, implementing surveys, conducting monitoring and evaluation activities including impact evaluations.
∎ Experienced conducting quantitative and qualitative research.
∎ Experienced in building evaluation capacity of team members/ counterparts and sub-grantee staff members.
