∎ The Senior Manager MEL is responsible for providing leadership to the monitoring, evaluation, and learning efforts of the Policy Activity in Bangladesh. S/he will play a significant role in helping to manage and strengthen systems to assess and monitor Activity performance across interventions in different regions of Bangladesh, ensuring that data relevant to the Bangladesh context is integrated into country-specific as well as project-wide reporting and analysis. The Senior Manager MEL will bring expert qualitative skills to support continuous data collection aligned to the prioritized learning questions and the Policy Activity program cycle and lead collaborative interpretation of data, to facilitate data driven decisions and adaptations.
∎ S/he will continually reinforce Policy LINK`s agreed-upon core purpose and principles, and ensure all decision-making is rooted in LINK`s purpose and principles. The incumbent will be a critical thinker, proactive when working independently or in a team, and solutions focused. Job Responsibilities:
∎ The Senior Manager MEL will work closely with the Director Knowledge Management, Strategic Learning and Strategic Communications Manager. S/he will also maintain close ties with the senior management and program team. The Senior Manager MEL will be responsible for the following:
∎ Design, operationalize, and revise the Policy Activity's Collaborating Learning Adaptation Monitoring and Evaluation (CLAME) plan in compliance with USAID M&E Policy, including selection and tracking of specific indicators, developing, and updating Standard Operating Procedures (SOPs), and developing strategies for data collection and regular reporting on approved indicators.
∎ Manage Activity reporting to the Feed the Future Monitoring System (FTFMS) on an annual basis.
∎ Design system data collection instruments, schedules, analysis methods, and applied technologies, including mobile and web-based technologies and management information systems.
∎ Monitor Policy Activity results and outcomes and lead the design and execution of high quality, contextualized rapid assessments, research, and surveys.
∎ Design data quality protocols and carry out routine data quality checks.
∎ Identify, manage, and implement evaluative and data collection needs aligned with the prioritized Policy Activity learning questions.
∎ Analyze quantitative and qualitative data, discern lessons learned, and make recommendations for improved outcomes.
∎ Track and communicate high-quality information to stakeholders to inform timely and data-driven decision-making; regularly record decision-making, program changes, in a report log.
∎ Support continuous data collection and the collaborative interpretation of data, and facilitate adaptations based on evidence.
∎ Synthesize evidence and best practices into written and oral learning products.
∎ Participate in regular project management planning meetings and provide analytical feedback and support to inform technical decisions.
∎ Facilitate and/or provide M&E training to the project staff and partners as necessary.
∎ Facilitate revisions to the Theory of Change and CLAME plan through co facilitating collaborative workshops.
∎ Contribute to the development of high quality, concise quarterly and annual reports.
∎ Ensure all systems, processes and tools are fully aligned to Policy LINK global CLAME systems and strategies and USAID data requirements.
∎ Reporting
∎ The Senior Manager MEL will report to the Director Knowledge Management, Strategic Learning and Communications. S/he will coordinate closely with fellow Policy LINK team members in Bangladesh as well as remotely based Policy LINK colleagues contributing to the monitoring, evaluation, and learning support to the project.
Additional Requirements:
∎ 10+ years of relevant work experience leading MEL in a USAID or donor-funded project and facilitating data-driven adaptations.
∎ Evaluation experience in Resilience, Food Security, Policy Processes, Agriculture, International Development, and/or related field.
∎ Extensive technical knowledge, skills, and expertise in evaluation design, concepts, and approaches.
∎ Preference for experience with data coordination between multiple stakeholder groups or across multiple implementing partners
∎ Strong analytical skills to support both qualitative and quantitative surveys, assessments and research.
∎ Excellent oral and written communication and report-writing skills in English.
∎ Keen attention to detail, especially related to documenting data and associated processes.
∎ Leadership and strategic, critical thinking skills.
∎ Active listening, proactive learning, and time management skills, with readiness to be in a learning role.
∎ Strong understanding of Microsoft Office particularly Outlook, Word, Powerpoint and Excel.
∎ Ability to communicate/collaborate effectively across cultures, including with team members based in other countries.
∎ Critical thinker, self-starter, and able to work with minimal supervision and within established deadlines.
∎ Flexible, willing to perform assigned and additional duties and work under unpredictable conditions.
∎ Professional fluency in English and Bengali.
