Responsibilities & Context:
Provide unified leadership across the Information Technology and Systems teams, supporting Link3 OSS requirement and aligning roadmaps with Link3's technology strategy
Oversee the IT Team's management of Windows Servers, Active Directory, Exchange and end-user support such as laptops, desktops, printers, WiFi, CCTV, access control systems etc.
Review the IT Team's SLAs, incident trends and service quality
Approve IT policy changes, procurement and major configuration changes
Oversee the Systems Team's management of Linux server infrastructure, NaC/automation practices and the NMS monitoring stack
Review the Systems Team's SLAs, incident trends and automation roadmap
Approve major architecture, patching and virtualization changes
Own all Link3 OSS infrastructure to ensure centralized administration and management of various systems such as NMS, EMS, SolarWinds, Cacti, Zabbix, WhatsUp Gold, MIS Portal, RADIUS and related infrastructure
Ensure the IT and Systems team maintain a complete asset register, access control and vendor management for all owned systems
Own and review the SLA of OSS, security posture and audit-compliance status if any
Ensure regular updates and patching of all OSS systems maintained for Link3 infrastructure
Own governance of all Link3 database platforms, both Windows-hosted (e.g. Microsoft SQL Server) and Linux-hosted (e.g. MySQL/MariaDB, PostgreSQL), regardless of which team performs day-to-day administration
Ensure regular backup, restore testing and disaster-recovery readiness for all production databases
Ensure database security hardening, access control and patch/version management across all platforms
Oversee database performance tuning, capacity planning and high-availability/replication configuration
Direct the IT Team to administer Windows-hosted databases and the Systems Team to administer Linux-hosted databases, consistent with the OSS ownership model
Mandate and monitor a section-wide asset register covering every managed VM, server and application and its owner
Enforce a formal intake/handover process for all new servers and applications — no “provision and forget”
Implement periodic (e.g. quarterly) access review and reconciliation across IT, Systems and OSS
Define and enforce a RACI between infra/security ownership and functional/business ownership for each application
Own OEM/vendor relationships spanning Windows, Linux and OSS/monitoring tooling (Microsoft, VMware, Red Hat, SolarWinds, Zabbix, etc.)
Negotiate and review support/license agreements and vendor access controls
Coordinate with NGNC, BNOC, NMC, IPTSP, Sales, Presales, SCM and other departments on cross-functional infrastructure needs
Plan capacity for server, storage and virtualization growth across the section
Define and drive the section's technology roadmap (automation, virtualization, OSS/monitoring platforms, security hardening)
Sponsor and prioritize Proof of Concept (POC) initiatives proposed by the IT, Systems and OSS teams
Evaluate emerging technologies for adoption across the section
