Job Context:
∎ JOB PURPOSE: To provide necessary leadership and strategic guidance for maintaining and enhancing the credibility as well as effective management of BRAC Estate and for ensuring the growth, development and sustainability of the Department following the compliance and the country laws.
∎ Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Job Responsibilities:
∎ Managing of Estate operations at Head Office and the field offices to execute Annual Operating Plan (AOP) as well as to provide necessary support and guidance to the field offices/ land users/ supervisee on day-to-day functions
∎ Ensure mutation of BRAC purchased land on timely manner
∎ Monitor timely payment of municipal taxes, Land Development Taxes, lease/license fees to the relevant authorities
∎ Maintain liaison and communicate with DC Office/SP Office/Police Station/Land Office/Sub Register Office /Rajuk /local authorities (MP, Mayor, Chairman, Ward Commissioner) /Govt. Office/ Ministry/ DC/ ADC Office/ AC Land & Sub Registry Office/ Semi Govt. Office/ Forest department and other related authorities in relation to land operation
∎ Managing the day-to-day operations of an estate, including managing lease agreement, collecting lease rent and performing other administrative duties
∎ Ensure layout, fly level, level (pre & post works), plot survey, topographic survey, built survey, mauza map comparing, area calculation etc. report through digital survey machine.
∎ Ensure land from grabbers, squatters and false claimants. To take proper and appropriate steps for solving land related problems such as; recovering position of purchased land, resolving ownership disputes through ADR and ensuring boundary of total land area
∎ Prepare and analyses Annual Operating Plan (AOP) and budget projections for Estate field operations and adjusts strategies accordingly
∎ Provide the necessary support to the Estate legal Team in regard to the land litigations and to resolve the land problems of BRAC
∎ Ensure to collect original land deeds and documents (via deed, CS Khation, SA khatian, RS Khatian, DP Khation, City Jorip, Map, survey reports etc.) from respective registry/ land offices and to preserve those in Head office record room as per rules and to ensure keeping files with all document's photocopies of land in field office properly
∎ Prepare deeds, agreements, contract, Power of Attorney etc.
∎ Ensure effective and efficient implementation of the Department Head's key decisions, instructions, activities and to support Department Head with necessary and timely information, documents in order to carry out smooth function of his/her responsibilities
∎ Contribute to implementing BRAC values, vision, mission and goals, and development of future strategy documents as needed. To organize, communicate, keeping records of decisions, timely dissemination of records of all Meetings
∎ Prepare meeting minutes and visit report and ensure dissemination to concern staff field and Head office level. To ensure timely implementation of the decisions of Management Meetings
∎ Read and analyze incoming memos, submissions, and reports in order to determine their significance and plan their distribution
∎ Attend courts with concern officials and advocates when necessary. Liaison with auditors, external lawyers, field offices, service provider etc.

Additional Requirements:
∎ Ability to vet land document and give legal opinion in writing
∎ Good command of commercial Management and leasing practices ability to analyze, evaluate and act on issues and/or problems, reach sound conclusions and take appropriate action
∎ Possess good verbal, written and interpersonal Communication skills, as well as good computer skills
∎ General knowledge of current legal and regulatory developments in respect of Estate and land
∎ Sound understanding of the legal and financial aspects of land/property
∎ Strength and quality of leadership and the personal skills required to develop and lead an effective and well-motivated, multi-disciplinary and multi task estates and facilities team will be essential
∎ Sufficient experience to provide strong leadership in land management.
∎ Minimum 8 years of experience in relevant field
