Skills Required: Additional Requirements: Experience Requirements:
- Minimum 10–15 years of planning experience in large infrastructure projects.
- At least 5–7 years in a senior or lead planner role on major road, bridge, or expressway projects.
- Proven experience under FIDIC EPC/Turnkey (Silver Book) or comparable design-build contracts.
- Demonstrated experience in delay analysis and EOT support, not merely programme reporting.
Technical Skills:
- Advanced proficiency in Primavera P6 (mandatory).
- Strong understanding of:
- CPM scheduling
- Critical path and float management
- Delay and concurrency analysis
- Sound working knowledge of FIDIC Silver Book 1999, particularly time-related provisions.
Personal Attributes:
- Strong analytical and contractual mindset.
- High level of accuracy, discipline, and attention to detail.
- Ability to clearly explain complex programme issues to non-planners.
- Ability to work effectively with contracts, claims, and construction teams.
Responsibilities & Context: Role Purpose
- The Senior Construction Planning Manager shall be responsible for the development, control, and contractual use of the Project Programme, ensuring full alignment with the Contractor’s obligations and entitlements under the EPC/Turnkey Contract.
- The role is not limited to scheduling, but includes delay analysis, EOT substantiation, interface coordination, and dispute avoidance support.
Key Duties and Responsibilities
Programme Development and Control
- Prepare, maintain, and update the Integrated Baseline Programme, covering:
- Design development and approvals
- Procurement and manufacturing
- Construction, testing, commissioning, and taking over
- Ensure all programmes are prepared using Critical Path Method (CPM) with sound logic, calendars, and activity breakdown.
- Maintain monthly updated programmes reflecting actual progress, changes in logic, mitigation measures, and approved Extensions of Time.
- Prepare look-ahead programmes, recovery schedules, and mitigation plans as required.
Progress Monitoring and Reporting
- Monitor actual progress against the Accepted Programme and identify:
- Critical path impacts
- Slippage and float consumption
- Prepare planning inputs for:
- Monthly Progress Reports
- Interim Payment Applications
- Employer / Engineer review meetings
- Coordinate with construction, design, and procurement teams to ensure programme realism and consistency.
Delay Analysis and EOT Support
- Identify delay events and assess their impact on the critical path.
- Prepare Time Impact Analyses (TIA) and other appropriate delay analyses in support of:
- Extension of Time applications
- Employer-risk delay events
- Support the Contract Administration team in complying with:
- Sub-Clause 8.4 [Extension of Time for Completion]
- Sub-Clause 20.1 [Contractor’s Claims]
- Assist in concurrency assessment and mitigation planning.
Claims, Records, and Dispute Readiness
- Ensure programme updates and planning records are suitable for contractual substantiation and potential dispute resolution.
- Correlate programme impacts with:
- Correspondence
- Site records
- Design review timelines
- Utility diversion and land access constraints
- Provide planning support to DAB, arbitration, or amicable settlement processes if required.
Interface and Stakeholder Coordination
- Coordinate programme interfaces with:
- Utilities authorities
- Railways / highway authorities
- Traffic management arrangements
- Subcontractors and interfacing contractors
- Identify interface-driven risks and advise mitigation measures proactively.
