Responsibilities & Context: The Sector Specialist, Community Group & Outreach will lead the establishment and facilitation of integrated community outreach and volunteer structures at camp level, linking them with service providers and project teams to enhance community participation, ownership, and inclusive engagement. The role will supervise Community Outreach Volunteers (COVs), coordinate group-led initiatives, and support integrated community centre activities aimed at promoting social cohesion, life skills, and protection awareness in the Rohingya camps.
Community Volunteer Management and Outreach Supervision
- Recruit Community Outreach Volunteers (COVs) following established volunteer recruitment guidelines.
- Supervise and mentor COVs by assigning regular outreach tasks and monitoring their performance in line with the community outreach strategy.
- Oversee administrative activities related to COVs, including processing, distributing monthly incentives, and managing volunteer visibility materials.
- Conduct regular field visits to all outreach locations to monitor COV performance and ensure quality engagement with the community.
- Maintain and regularly update accurate databases and files related to volunteers and outreach activities, ensuring alignment with data protection policies.
- Ensure presence and engagement in CiC office meetings and camp-level coordination platforms to represent community engagement components.
Community Group Formation and Centre-Based Programming
- Formulate four voluntary groups—men, women, youth boys, and youth girls—within the Rohingya community through FGDs, door-to-door visits, informal meetings, and community consultations, ensuring inclusivity and adherence to protection principles.
- Coordinate community-led events, awareness sessions, and interactive group activities at the Integrated Community Centres (CCs).
- Support centre-based outreach components, including Radio Listener Groups, Visual Content Watching Groups, youth/women-led environmental actions, and creative sessions.
- Design and develop new voluntary group-led projects to enhance community participation and capacity at the camp level.
- Plan and submit logistics and financial requisitions promptly to help outreach activities and community group events.
Coordination and Reporting
- Act as a liaison between community groups/COVs and external service providers to ensure strong coordination and follow-up on identified needs.
- Submit detailed monthly reports (both qualitative and quantitative) to the supervisor, outlining activities, challenges, and recommendations for improvement.
- Ensure correct and up-to-date service mapping and information management for all community engagement and outreach activities.
- Ensure team members and community participants are protected from harm, abuse, neglect, harassment, or exploitation throughout all outreach engagements.
Safeguarding Implementation
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
