Job Context:

∎ The Resilience Coordinator (RC) will be responsible to improve resilience capacity of the vulnerable community in the flood prone areas of Gaibandha by ensuring active participation of local DMC structures. The DRM programming at Gaibandha is having 21,126 HHs with 88,729 population as direct beneficiaries. The focus of the project is on extreme poor families and disadvantaged groups, combining Disaster Risk Management (DRM) & Emergency response focus. The project is implemented by Bangladesh Red Crescent Society (BDRCS) since 2014. This position will be responsible for overall management, coordination, documentation and reporting of the project. Resilience Coordinator will ensure effective and coordinated resilience initiatives for the people living in the Char. The position will be the supervisor of Project Manager, Training Officer and Project Engineer.

Job Responsibilities:
∎ Ensure quality implementation of the project cycle that promotes recognition and visibility of BDRCS in the field.
∎ Build linkages and liaison with district/upazila/union level Government and other relevant stakeholders and undertake necessary advocacy for achieving the project outcome and objective and this will include, but not restricted to, making the Upazila NGO Resilience Platform functional to avoid duplication and strengthen synergies among various development partners.
∎ Provide technical assistance to the team and other stakeholders for improving resilience capacity of the flood affected population that will involve establishing effective Early Warning System, detailing a contingency plan with evacuation protocols, developing promotional & IEC materials and other household and community preparedness and mitigation measures.
∎ Capacity building of staffs, DMCs and volunteers through regular coaching and mentoring.
∎ Work closely with the team members and GO-NGO stakeholders for developing and implementing project operational plan, budget, tools and procedures that will ensure quality, consistency and sustainability of interventions in order to reduce disaster risks of the community.
∎ Contribute to inter departmental coordination and leverage support from relevant BDRCS departments for quality implementation of project intervention.
∎ Lead quality technical and financial reporting.
∎ Lead development of implementation strategies that mobilize community and LGI's to support project processes and deliverable and encourages them to contribute adequate resources for supporting the strategy.
∎ Coordinate all forms of Disaster Response initiatives in the project area.
∎ Apply conflict sensitive programme management (CSPM) tools and highlight other cross-cutting issues in line with SDG goals and RCRC policies
∎ Undertake frequent field visits to monitor and review the programme performance and share the findings with BDRCS-SRC programme management.
∎ Support project team to design and conduct effective M&E
∎ Perform any other duties assigned by the line manager

Additional Requirements:
∎ Minimum 5years of relevant experience
∎ Good computer skills including MS Office, internet browsing and data analysis and web-based data collection software
∎ Demonstrated experience and ability in project coordination, especially in the field of DM
∎ Knowledge and skills in resilience, Project Cycle Management (PCM), participatory planning and learning sharing
∎ Good communication skills both in Bangla and English
∎ Committed to work under pressure and flexible to handle complex situation with limited resources
∎ Clear understanding and experience to work with local government structure is desirable
∎ Have valid driving license
