∎ The Relief & Cash Officer supports the planning and implementation of the day to day activities at field level particularly for the components of the Emergency Humanitarian Assistance supported by Danish Red Cross in Cox`s Bazar. He/ She is responsible for coaching, mentoring, training and supervising Community Mobilizers and Community Volunteers in the delivery of the various humanitarian services and activities. He/she will report to the Program Manager (PM) and coordinates with other Relief Officers at the PMO for swift implementation of the activities including Officers from other DRC supported programmes. He/she will support the PM in ensuring all activities including procurement, field payments are closely coordinated with other support units including BDRCS Finance Department in Cox`s Bazar. He/she will ensure that beneficiaries are selected based on the agreed criteria and are provided the proper beneficiary identification cards needed for relief distribution. Provide direct support to Community Mobilizers and manage the daily reporting of all activities under the Danish Red Cross supported Population Movement Operation.
Job Responsibilities:
∎ Overall responsibilities:
∎ Support the PM on the overall planning and implementation of relief activities at field level.
∎ Support and monitor the progress of work of Community Mobilizers and volunteers engaged in the programme.
∎ Support Community Mobilizers and volunteers to plan for and facilitate relief distributions including post distribution monitoring.
∎ Participate in relevant relief coordination meetings at PMO or with external partners when required.
∎ Prepare and submit regular activity plans and reports to BDRCS through the PM based on the reporting schedule.
∎ Coordinate with the PM and Finance for the preparation and payment of volunteers' allowance/stipend.
∎ Liaise with BDRCS Procurement team for the timely delivery and completion of relief supplies and materials based on agreed quality and standards.
∎ Maintain a regular inventory (weekly, monthly, quarterly) of relief items stored in warehouses or in relevant designated storage facilities.
∎ Support and coordinate with the PM for the responsible and efficient utilization of project funds and other resources.
∎ Ensure the proper identification, selection and coding of programme beneficiaries using the agreed selection criteria.
∎ Coordinates with IFRC relief team for the scheduling of distributions.
∎ Maintain the data base of program beneficiaries.
∎ Specific tasks:
∎ Facilitate the conduct and documentation of post distribution monitoring.
∎ Ensure quality checks and compliance to standards for all procured and delivered relief items.
∎ Coordinates with BDRCS finance for payments of supplies ensuring that proper and sufficient documentations are available prior to making final payments to suppliers.
∎ Coordinate with PMO support units for all logistical and administration requirements needed for swift implementation of activities.
∎ Liaise with the PM on budget forecasting, utilization and reporting.
∎ Carry out briefing and debriefing sessions with Community Mobilizers and volunteers every after each activity to ensure alignment with project goals and objectives.
∎ In consultation with the PM and the PMO Relief Unit, the Relief Officer will prepare distribution plans for all components of the relief program.
∎ Coach and monitor community mobilizers and volunteers in the use of data collection and reporting tools.
∎ Collect, summarize and manage data on all relief activities based on the agreed reporting schedule.
∎ Support the PM in the preparation and submission of regular narrative and financial reports on DRC supported relief activities.
∎ Organize regular meetings with BDRCS and community volunteers to review and plan for the relief activities at field level.
∎ Participate in relevant sectoral meetings within BDRCS or with IFRC as required.
∎ Support the PM in coordinating all programme activities with DRC technical delegates.
∎ Prepare vouchers and seek approval and clearance with PM prior to submission to BDRCS Finance team.
Additional Requirements:
∎ Age at most 45 years
∎ Minimum 10 Years working experience in National/ International Development/ Humanitarian organizations.
∎ A minimum of 6 months of field experience in working with people from Rakhine.
∎ Fluent in oral and written English and Bangla .
∎ Must be computer literate.
∎ Ability to understand and communicate fluently in Burmese/ Rohingya languages is an advantage.
∎ An understanding of the RC/RC movement is required.
∎ Good communication and facilitation skills.
∎ Ability to work at field level.
∎ A team player, flexible and innovative .
