Job Context:
∎ Contract length: 12 months
∎ The Regional Humanitarian Capacity Building (HCB) Programme Manager role is aimed at ensuring that capacity building forms an integral part of continuous investment in humanitarian preparedness and for the Category 1, 2 and, where appropriate, categories 3 and 4 responses, and consequently remains with country teams once the response has moved into recovery phase; and surge teams withdraw.

∎ The Regional HCB Programme Manager will work with Regional Office functions, Country Offices and other key local actors who do or would have a role in capacity development during humanitarian response to build relationships and identify opportunities for collaboration in case of response. They will approach this from the perspective of what already exists in the local context and how to support this rather than designing something new.

∎ Working with the Regional and Country Office teams, the Regional HCB Programme Manager will support colleagues in ensuring that the HCB initiatives which result are consistent with Save the Children programming principles and approaches, draw on relevant best practices and lessons learned, they result in more efficient and effective localisation of response and that they are aligned with `Asia Regional Humanitarian Strategic Framework - Asia Humanitarian Ambition for Children 2019-2021`, as well as with the existing Asia Humanitarian Technical Team capacity building plans for the humanitarian sectors` capacity building amongst the regional and CO humanitarian focal points and communities of practice. This involves working through to the end of the planned HCB phase of the response.

∎ The Regional HCB Programme Manager will, when appropriate and in collusion with Regional and Country Office, represent Save the Children with local authorities, partner organisations, and other agencies. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Job Responsibilities:
∎ Preparedness:
∎
∎ Work with Regional humanitarian team and Country Offices to ensure capacity development is included in Emergency Preparedness planning and humanitarian strategies in high risk countries
∎ Work with Country Offices to ensure they are aware of the HCB role, the capacity development resources available and the focus on working across the sector
∎ Map local networks in high risk countries (e.g. NNGO forum/ Local humanitarian networks) and where available capacity development providers (e.g. universities, specialised DRR/ Humanitarian organisations) and develop formal and informal relationships with an aim to collaborating on capacity building during or in preparation for response
∎ Where appropriate work with local providers in adapting/ agreeing Learning Needs Assessment methodology and tools and support them to implement LNA and deliver programming for sector wide support in local language for local staff
∎ Contextualise existing Save the Children capacity development materials according to key needs in country
∎ Be familiar with existing Save the Children capacity development materials and receive training of trainers to be able to deliver non-technical materials on short notice for country programmes in early stages of response/ scale up. Ensure the pre-prepared materials are available in appropriate local languages
∎ Carry out training and engagement with regional and country office humanitarian teams for capacity development / localisation to build in to their early response strategy and recognise it will not take away from response capacity
∎ Put partnership tools in place for setting up agreements with local providers - either through SC Regional and Country Office or separately, building on experience from Humanitarian Leadership Academy where available

∎ Response:

∎ In case of response: ensure that the Country Office (CO) incorporates Capacity Development into its approach by:
∎ carrying out Rapid Learning Needs Assessment (RLNA) with CO
∎ designing capacity development plan for support
∎ incorporating capacity development resource needs into response planning
∎ overseeing implementation of plan in line with CO priorities
∎ Activate partnership with local capacity development providers where appropriate in the response to ensure RLNA conducted with local entities and activities focused on their needs
∎ Work with local capacity development providers to design capacity development plan for local actors in the response and monitor the implementation of the plan by the local providers where appropriate
∎ Carry out the responsibilities of the role in a way that reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy

∎ Excellent training and facilitation skills that come from a deep understanding of adult learning methodologies
∎ Well organised with a proven ability to build own credibility and authority with others
∎ Excellent project management, problem-solving and organisational skills, gained through managing complex cross-organisational projects with multiple stakeholders
∎ Extensive experience of designing and delivering trainings and workshops to mixed ability and mixed language groups appropriate for giving feedback or presenting information at a senior level
∎ Strong interpersonal skills, with an ability to bring out the best in people from a range of backgrounds and cultures
∎ Exceptionally high standards of customer service with proven experience of delivering highly professional services to stakeholders
∎ Experience of working in a humanitarian context or in emergency response
∎ Commitment to SC's mission, values and approach (includes child safeguarding, equal opportunities and health and safety)
∎ Experience, understanding and knowledge of the Asia-specific humanitarian agendas
∎ Desirable:
∎ Experience of working on an accredited learning programme or working with a university or professional standards organisation
∎ Experience working with local organisations and in partnership with international organisations
∎ Experience of Distance Learning technology and methodology
