Job Responsibilities:
∎ Specific Tasks/Responsibilities
∎ Position Description: This position will be primarily responsible to advance the conservation finance agenda of the USAID Ecosystem/Protibesh Activity (Protibesh) with the aim of fostering an enabling environment for conservation finances at the policy level. The Public Finance Specialist will lead these efforts through conceptualizing, developing, and or/amending financing schemes and processes, as well as related policies that can generate financial resources required to conserve Bangladesh's critical ecosystems. These mechanisms and policies include, but are not limited to, creating legal frameworks regarding conservation fees (e.g., tourism based), payment for ecosystem services, industry-based fees, and other mechanisms generate that can generate sustainable finance specifically for conservation and environmental protection. The Public Finance Specialist is expected to lead advisory and negotiations and discussions with relevant entities of the Government of Bangladesh (GoB) and the private sector.
∎ Principal Duties and Responsibilities:
∎ The specific tasks of the Public Finance Specialist include the following:
∎ Liaise with GoB Ministries and Departments related to funding opportunities, fiscal management and public finance policies, and budgeting for conservation.
∎ Conceptualize conservation financing mechanisms that align with current GoB public finance policies and are practical to generate required resources.
∎ Develop policy concepts and drafts, strategic documents, and presentations that illustrate conservation financing schemes and underlying policies and financial flows.
∎ Lead consultations, discussions, and technical advisory regarding financial opportunities, its mechanism and conservation finance policy development with GoB and the private sector.
∎ Perform other duties as assigned by the Policy Lead, or the Chief of Party.

Additional Requirements:
∎ Deep understanding of GoB public finance policies and procedures.
∎ Experience in developing purpose specific financing mechanisms, ideally in the conservation context.
∎ Ability to draft and communicate innovative financing concepts and related policies and to lead related consultations and negotiations with relevant GoB entities and the private sector.
∎ Understanding of international best practices in fit-for-purpose financing mechanisms and how they can be applied in the Bangladesh context.
∎ Knowledge of global mechanisms such as the Green Climate Fund, Global Environment Facility and/or mechanisms that could fund conservation and climate change action in Bangladesh.
∎ Strong interpersonal and intercultural skills, and application knowledge of appropriate government communications, considering hierarchies, and political sensitivities.
∎ Excellent oral and written communication skill in English and good understanding of computer applications.
∎ Passion for conservation and the environment.
∎ Ability and commitment to work under pressure and ability to deliver quality products on time.
∎ Willingness and ability to visit field sites with often necessities.
∎ Good team spirit.
