Job Context:
∎ Duration of contract :12 months (with possibility of extension upon satisfactory performance and availability of fund)
∎ Reporting Line:Director, Health, BDRCS
∎ Age limit :45 years (age limit will be relaxed in case of potential candidate)
∎ Under the direct supervision of the Health Director, the PSS Manager will be responsible to coordinate and provide technical guidance in assessment, planning, implementation, monitoring and evaluation ofpsychosocial support programmes at National Headquarters and atUnit level.
∎ The key role of the PSS Manager is to provide professional support to the programme departments and work closely with internal and external partners to ensure BDRCS PSS programming is streamlined and integrated into both development and response programming.
∎ The PSS Manager supports the development of training modules and materials together with relevant departments, develop guidelines and SOPs, and PMER tools to strengthen PSS programme approaches. The person will help BDRCS to expand coordination with National MHPSS partners and represents BDRCS in national and international level coordination and learning platforms.
∎ Key result area of the position includes involvement in the capacity development of BDRCS, contributing to the quality delivery of PSS services providing timely professional support. The position holder needs to maintain a proactive relationship with BDRCS departments and units.
∎ The position holder forms a part of the health department and reports to the Health Director while maintaining a close relationship with a core group which is comprised of the Directors, Deputies and other designates from relevant departments.
Job Responsibilities:
∎ Responsible for theoverall coordination and technical guidance to the department's focal points on the planning and implementation of psychosocial support programmes.
∎ Provide required professional support to the PSS core group in defining strategies relevant to streamlining and integration of PSS.
∎ Establish and coherently apply a mechanism for effective coordination with other departments to ensure PSS activities are integrated and or mainstreamed in response and development programmes.
∎ Coordinates the setting up of a systematic system for caring for staff and volunteers.
∎ Collaborates and networks with other internal and external partnersto profile BDRCS image as one of the key stakeholders in MHPSS in Bangladesh.
∎ Coordinates fundraising efforts for PSS programmes, and ensure that PSS remains one of the core strategic areas.
∎ Support BDRCS management and core group in identification of the need for policy and strategy revision to integrate PSS.
∎ Support BDRCS Health department for integration of PSS activities in 56 MCH Centers.
∎ Specific tasks:
∎ Develop up to date and quality Plan of Action (PoA) and update BDRCS National Society Development plan to guide the implementation of PSS activities at national and unit level.
∎ Guide the process of assessment, analysis and dissemination of dataabout PSS needs in times of emergencies and regular programming.
∎ Guide the process of Training Needs and Capacity Development Assessment and analysis of PSS skills gaps among staff and volunteers.
∎ Coordinate and set up a systematic training system that ensures quality and relevant training at all levels.
∎ Coordinate the development/ adaption and translation of standard PSS training materials and tools based on the national context.
∎ Provide technical support in the provision of Psychosocial Support services at field level
∎ Develop and roll out an update system for caring for staff and volunteers at the national and field level.
∎ Prepare and submit regular and timely narrative and financial reports for the PSS programmes as per BDRCS and DRC reporting schedule.
∎ Establish and maintain collaboration with relevant government ministries and other agencies in the field of MHPSS and especially be an active member of the government led MHPSS working group in Dhaka.
∎ Identify and explore different funding sources and support the preparation of project proposals and other fundraising initiatives for PSS programmes together with the Movement partners.
∎ Carry out regular training, monitoring, coaching, mentoring and supervision of staff and volunteers at national and branch level.
Additional Requirements:
∎ Age at most 45 years
∎ A minimum of 3 years as manager of psychosocial support programmes in any humanitarian organisation.
∎ Experience in capacity building and training delivery skills, with coaching and supervision roles, among other things with field experience in psychosocial intervention.
∎ Having profound understanding of the psychological impact of conflicts/disasters on people, staff and volunteers
∎ Basic training in psychosocial support/ protection/ community mobilisation and M&E
∎ Fluent in oral and written English and Bangla
∎ Good knowledge of the RCRC movement.
∎ Good communication and facilitation skills
∎ Have the ability to coordinate and maintain proactive communication with internal and external stakeholders
∎ A team player, flexible and innovative
∎ Must be computer literate (Windows, Excel, Word and PowerPoint)
