Job Context:
∎ The German Red Cross is part of a worldwide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The German Red Cross intervenes in disaster response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement. German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced "Project Officer (PO) - Logistics" (male/female) for their Cox`s Bazar Field Office. The duration of the contract is planning for twelve months with possible extension starting from as soon as possible.
∎ Purpose:
∎ The main task of the Project Officer (PO)- Logistics has the responsibility to support the planning, management and implementation of logistics activities in the framework of the Population Movement Operation. In close coordination and consultation with the responsible Senior Project Officer-Logistic, the GRC Programme Coordinator and Senior Representative, BDRCS and IFRC technical counterparts. The PO- Logistics will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations.
Job Responsibilities:
∎ Specific duties and responsibilities:
∎ Support logistics management, including procurement processes, inventories and storage of goods, equipment maintenance, fleet management and shipment of materials, maintain records and waybills;
∎ Ensure that the GRC procurement guideline is implemented in accordance with GRC and donor policies and procedures;
∎ Support administration needs of the project e.g. preparation of service contracts and lease agreements, movements of staff, organizing meetings and workshops, providing necessary support to staff and visitors as required;
∎ Ensure proper logistic support in response to the Program request and their priorities
∎ Manage drivers, vehicle utilization, trip planning, vehicle inventories and proper use of vehicle log books
∎ Execute weekly routine inspections of vehicles and report any unusual occurrence to the Senior Project Officer-Logistic
∎ Checking vehicles at least once a week, together with the assigned driver of the vehicle
∎ Prepare report on damages, problems, tear and wear to the SPO-Logistic
∎ Facilitate repair and solve basic problems as soon as possible
∎ Maintain and regular follow-up vehicle inventory
∎ Monitor fuel consumption, support Finance Department for proper validation of fuel bills
∎ Fulfilment of additional duties as required
∎ Support and follow-up on maintenance of GRC office, store rooms, apartments, infrastructures and equipment
∎ Monitor the usage of material and equipments used by the Log team
∎ Manage IT and communication means of the office, maintain equipment inventory and hand-over documents
∎ Specific duties and responsibilities in coordination matters:
∎ Coordinate and provide regular updates to its Supervisor and point out necessary actions to be taken;
∎ Ensure regular and effective coordination with BDRCS, IFRC and other partners as required.
∎ Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers of project location and other organizations in the field;
∎ Coordinate efficiently with the Finance and Admin Officer and all field/support staff to ensure consistency of quality delivery across the identified responsibilities;
Additional Requirements:
∎ Minimum of 5 years work experience in a related field;
∎ Knowledge of warehouse management, fleet management, supply principles and logistic work;
∎ Skill & Knowledge:
∎ Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous
∎ Mobility and flexibility, willing to work in the multi-cultural team
∎ Negotiation and diplomatic qualities
∎ Fluent in Bangla and English;
∎ High level of attention to details in all aspects of work responsibilities;
∎ Training and presentation skill;
∎ Report writing skill;
∎ Ability to priority multiple task and meet deadlines;
∎ Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards (e.g. SPHERE, RBA, HAP);
