Job Context:
∎ Project/Program : OKUP - SIMS Project
∎ Probation Period : 3 months
∎ Job Type : Contractual - Initially for One Year. (Extendable based on performance and available fund)
∎ Reported to :District Manager and Program Coordinator
∎ Job Location: Narsingdi (Need to visit/stay Cumilla office minimum fortnightly)

Job Responsibilities:
∎ The overall responsibility of this role is to lead the design and implementation of the project's Logframe and Annual Operational Plan.
∎ Specific roles and responsibilities are as follows:
∎ Prepare project performance monitoring plans and information systems and tools to track delivery against the project targets, outcomes, and impact based on the project's Logframe.
∎ In collaboration with Helvetas develop simple monitoring tools for day-to-day monitoring
∎ Provide support to the review and update of tools, techniques and methodologies for project activities including monitoring
∎ Establish process monitoring of each intervention to ensure implementation happen as per process envisaged and planned
∎ Ensure and provide continuous support to other colleagues especially Upazila Supervisor for regular update of database on part of relevant partner
∎ Introduce periodic reporting system (mainly monthly and quarterly) for projects on the progress according to Annual Plan of Operation
∎ Visit field to triangulate and validate monitoring and other progress reports
∎ Prepare MEL reports and ensure submission of the report to the line manager and the higher management team as per the donor stipulated timeline, and bi-annually as per organizational system and when necessary
∎ Ensure use of existing evidence to promote improvements, collaboration, learning, and adaption, and identify solutions to promote data-based decision making among program and technical staff, as well as project participants
∎ Develop and oversee research components related to the project as needed including working with consultants (including baseline and final evaluation) to gather data and capture learning.
∎ Work in close cooperation with project team to meet the monitoring and evaluation needs of both OKUP and develop partner.
∎ Support in training concerned staff and beneficiaries on data collection, project monitoring and evaluation
∎ Represent OKUP when and where necessary
∎ Ensure very high standards in financial and logistics management to meet accountability and transparency
∎ This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required

Additional Requirements:
∎ Essential:
∎ Minimum 3 - 4 years of experience in designing and implementing monitoring, evaluation, and learning (MEL) systems in the development field
∎ Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analyzing qualitative and quantitative datasets; prior experience using SPSS, STATA, NVivo, Atlas.ti, or other equivalent packages
∎ Experience using SMART phone-based monitoring systems such as CommCare
∎ Prior experience leading, designing, managing, and/or commissioning performance and outcome evaluations and other types of research,
∎ Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
∎ Pro-activeness and leadership capacity, extrovert and ability to work with diverse team
∎ Excellent oral and written skills in English and Bangla
∎ Ability to meet deadlines and work under pressure
∎ Proven experience in accountability mechanisms including feedback and complaints mechanisms or proven understanding of accountability mechanisms.
∎ Desirable:
∎ Experience monitoring migration, anti-trafficking or modern slavery projects/programs.
∎ Experience in adaptive management
∎ Having valid driving license
∎ Competencies:
