SAINT-Bangladesh is seeking a professional for the position of Project Manager for the project titled "South Asia WASH Results Project-II" funded by Plan International Bangladesh and the project will be implemented in Bhola district from June 2017 to December 2020. Note that this requirement will depend on the availability of donor fund.

∎ South Asia WASH Results Project II based in Bhola district but frequent travel in the entire project areas of Bhola district

∎ The Project:
∎ The SAWRP II is the part of the DFID WASH 2020 programme, which takes place in Bangladesh. Though there are already relatively high levels of water and sanitation coverage in Bangladesh this aggregate picture masks the pockets of extreme poverty and marginalization where many people who do not benefit from improved water sources or sanitation. Hence in line with the spirit of the Sustainable Development Goals (SDGs) Plan International through the partnership with SAINT Bangladesh to focus on supporting the hardest to reach to ensure universal access and helping households to move up the sanitation and water `ladders`. Partnership with local government agencies will be central to programme implementation and pivotal to achieving sustainable latrine use and maintenance. The programme will strengthen their role in the planning, co-ordination and monitoring of district WASH activities. The SAWRP-II objective is to promote and enable the sustained use of hygienic household toilets, and the practice of hand washing with soap at critical times, by 1,022,810 men, women and children in poor rural communities in 3 hard to reach districts in Bangladesh. The main implementation strategy of the project is to Payment by Results (PbR) where the project Results Framework is the center to operational planning and budgeting; 100% key programme deliverables will be achieved by June 2019 and the post - June 2019 is focused on the achievement of project outcomes.

Job Responsibilities:
∎ The position Project Manager will lead the implementation process and team at field of the project titled "South Asia WASH Results Programme - II" in Bhola district with detailed operational planning and budgeting for field level implementation on the basis of Results Framework and Monitoring and Verification guideline. S/he will ensure the qualitative and quantitative achievement (key project deliverables) of both the phases of SAWRP project over time (both output and outcome phase); S/he will ensure in selecting appropriate technologies and ensure that the standards of inclusive WASH are maintained (child friendly, disability and gender responsive) and facilities are disaster resilient. S/he will prepare periodic reports of the project (Quarterly, Six monthly, Annual) with evidence based documents for sharing the project progress as well as best practices. S/he will continuously communication both internally and externally; internally the position will communicate with project implementation team at District, Upazila and Union level as well as externally with Local Government Institutions (Union Parishads) and concerned Government Agencies (DPHE, DPE, DSHE) to engage them effectively in the implementation of the project, follow-up and monitoring for maintaining the set specifications and standards. S/he needs to maintain close working relationship with the project staffs in both the Upazilas, and Plan International staff at Divisional and Central level for meeting the requirement of the project.
∎ Physical Environment: Based at Project Office with 60% travel to project areas and 10% at coordination with stakeholders for networking and 30% at office for report writing and documentation.

Additional Requirements:
∎ 05 years in WASH sectors
∎ 05 years in Managerial (NGO sectors)
∎ AGE : 35 TO 50
∎ 05 years working experience in the areas related to Water Sanitation and Hygiene field;
∎ At least 5 years practical working experiences managerial with development organizations on promoting sanitation through CLTS and Sanitation Marketing approaches; experiences in handling long term project with large portfolio (budget and human resources).
∎ S/he is expected to have experience of working with government officials, INGOs and other stakeholders with good negotiation skill. Excellent communication skill both in English & Bangla and computer proficiency in MS Word, MS excel, PPT etc.
∎ Training: Project Management in the development sector, Specialized training on Water Sanitation and Hygiene, Community Led Total Sanitation including PRA
∎ Skills: Computer Skill (Micro Soft Word, Excel, etc.), Report Writing (Narrative, Case study, etc.)
∎ As an excellent motor bike rider and must have valid driving license.

Salary: Tk. 65000 - 78650 (Monthly)
