Educational Requirements:
∎ Master of Science (MSc) in Disaster management, Geography Environment, Master of Development Studies (MDS), Master of Social Science (MSS)

Experience Requirements:
∎ At least 7 year(s)

Job Responsibilities:
∎ IMPLEMENTATION OF THE PROJECT. (50%)
∎ Oversee the development of forecast-based thresholds for early actions in flood-prone areas in close coordination with relevant stakeholders.
∎ Oversee the development and testing of Standard Operating Procedures (SOPs), particularly by identifying relevant and effective early actions and establishing procedures that allow their timely implementation once a forecast threshold has been reached.
∎ Work on setting up a Monitoring, Evaluation, Accountability and Learning MEAL system appropriate for measuring the impact of the implementation of the SOPs and thereby contribute to building evidence for the FbA mechanism and coordinate relevant research work in collaboration with the MEAL system.
∎ Organize regional dialogue platforms that serve to exchange lessons learned with other FbA pilots in the region and promote FbA with interested stakeholders active in the Early Warning Early Action field.
∎ Ensure regular monitoring of project implementation including the collection and analysis of data for indicators and project monitoring.
∎ Capacity building of representatives from the local, regional and national government and other stakeholders related to DRR/CCA, early forecast and early action planning strategies to proactively take part in strengthening community resilience to floods using FbA mechanism
∎ Jointly with partners carry out community vulnerability consultations to develop and update vulnerability maps.
∎ Contribute to a methodology on the development of innovative funding mechanisms to allow anticipatory humanitarian action according to (seasonal) extreme weather forecasts.
∎ PROJECT ACCOUNTABILITY, QUALITY, AND LEARNING (5%)
∎ Provide support to the functioning of the Monitoring, Evaluation, and Learning (MEAL) system to ensure an accountability mechanism is in place (especially feedback and complaints mechanism), the project is reviewed and project learnings are documented and lessons incorporated to improve project management.
∎ Document lessons learned for use by other FbA programs outside of the region, in order to develop case studies and other knowledge and advocacy products in liaison with concerned team members
∎ Ensure the project baseline and final evaluation are conducted in a timely and quality manner.
∎ Facilitate the development and national workshops and events in coordination with Project Officer
∎ COORDINATION (10%)
∎ Responsible for all external representation at meetings, events, conferences, and other fora in Jamalpur to provide information about project objectives, risks, constraints, and progress.
∎ Strengthen IRB in their capacities and advocacy role in the field of Climate Change Adaptation and Forecast-based Early Action.
∎ Facilitate and provide the opportunities for counterpart staff and agencies to be aware of and learn from the implementation of all aspects of the project in Jamalpur.
∎ Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area active in DRR, Early Warning/Early Action, and emergency response/recovery.
∎ Establish, coordinate with and maintain positive working relationships with relevant government departments including but not limited to Flood Forecast Warning Centre (FFWC), Department of Disaster Management (DDM), and other relevant government bodies such as Department of Agricultural Extension (DAE), Department of Livestock and Fisheries, Department of Education, Department of Women Affairs, Department of Youth Development and Department of Health.
∎ Maintain strong mutually accountable relationships with government at district, Upazila and union level such as DDMC, UzDMC, UDMC, etc.
∎ Liaise, coordinate and cooperate with government authorities as well as relevant national & international organizations and stakeholders; work on a knowledge management system for forecast-based financing mechanisms.
∎ EFFECTIVE AND EFFICIENT USE OF PROJECT ASSETS AND RESOURCES (5%)
∎ Ensure that local purchase and expenditure are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, Inventory and another essential register properly and timely in an effective manner.
∎ Checking the all bill voucher within the team and forwarded to Finance officer for necessary action.
∎ FIELD OFFICE MANAGEMENT (10%)
∎ Effectively coordinate with other team members to ensure smooth and effective functions of field office management in all aspect.
∎ Represent IRB in different government and non-government stakeholders meetings, workshops, and seminars, etc.
∎ TEAM MANAGEMENT (10%)
∎ Develop, define and maintain updated job descriptions for all relevant Project staff, which clearly delineate the roles and responsibilities of each staff member.
∎ Ensure that all staff clearly understand their roles and responsibilities. On the basis of their job descriptions monitor staff performance and provide constructive feedback to staff in line with IRB performance management procedures.
∎ Identify the key skills required by all Project staff to effectively fulfill their designated roles and where necessary suggest or plan staff training to fulfill such needs as well as provide on the job training and coaching/mentoring on FbA.
∎ Ensure that staff participates in the development of project weekly/monthly work plans.
∎ Ensure that the provisions of IRB HR Policy are being complied with. In particular, ensure that working hours, annual, sick leave and other leave provisions are being applied and liaise with the Administration Section regarding relevant staffing issues
∎ REPORTING (10%)
∎ Prepare weekly, monthly and quarterly reports.
∎ Identify and develop case stories reflecting learnings of the project
∎ Prepare a report for local administration such as UNO office and DC office.
∎ Provide any other report as required.
∎ Being a member of Islamic Relief Bangladesh as a child-friendly organization, it is the core responsibility and obligation of each and every staff member to understand and obey Islamic Relief Bangladesh Child Protection Policy and respond accordingly as and when required

Additional Requirements:
∎ Experience in working with Disaster Preparedness, Flood Early Warning related work.
