Job Responsibilities:
∎ Overall Management and Leadership:
∎ Oversee day-to-day operations and monitor the progress of the project, which covers nutrition- sensitive agriculture practices and gender integration in homestead food production (HFP).
∎ Provide comprehensive project updates (including financial and expenditure stats, problems encountered in the field, and project targets for upcoming month) to Country Director as well as Team Leader.
∎ Ensure that the projects' underlying principles and strategies are fully understood by all staff and that opportunities are created for staff to discuss those and propose adjustments as applicable;
∎ Create a dynamic, innovative and challenging work place, which recognize the contributions and diverse skills of all staff;
∎ Implement that all components of comprehensive monitoring and evaluation system are in place and being followed by staff at all levels. Take the lead in develop mechanisms to ensure that all levels of staff become involved in and participate in decision-making process relevant to their duties;
∎ Arrange staff development/self-evaluation workshops after every season to create increased opportunities for staff members as well as the IP management to receive feedback and share ideas;
∎ Facilitate effective coordination among consortium/coalition partners thereby ensuring smooth implementation of activities by leading and managing the coordination meetings and program review workshops.
∎ In relation, build and maintain relationships with the Government of Bangladesh Department of Agriculture and Livestock and other relevant line Ministries by involving them in the program development process and keeping them updated on progress.
∎ Represent HKI in consortium meetings, seminars and workshops with government officials at local and national level, donor agencies and any national technical advisory groups;
∎ Maintain up-to-date information on all financial aspects of programs with the Finance Section;
∎ Promote and managing partnership with National, International, UN Organizations and respective Department and Ministry of GOB.
∎ Work in a challenging environment with strong commitment in particular identifying the social issues of disadvantaged and marginalized community.
∎ Skilled on maintaining inter-personal relationship, correspondence and liaison with project coalition and Implementing Partners, GOB Officials and different private sectors.
∎ Maintain liaison with international agencies and local NGOs for collaboration on nutrition-oriented agriculture and market-oriented activities.
∎ Plan for regular visit within Suchana project.
∎ Programmatic:
∎ Ensure grant compliance, value for money and effectively manage project personnel to achieve the objectives agreed to in grants and contracts for Suchana project;
∎ Design policy and develop implementation strategy for promoting/disseminating Suchana project activities at the community level to improve the nutrition of women;
∎ Conducts monitoring of daily activities by supervising Divisional and District manager and Sr. Technical Officers, Specialist and provide them necessary technical assistance on HFP practices for homestead vegetable and animal food production, gender integration and make available nutritious foods for respective women age groups.
∎ Provide appropriate technical guidelines to design/organize field levels extension activities for field crops and homestead vegetable crops production, improved poultry rearing practices and market development through training and meeting with IP Managers, Field Officer, Extension/Field Facilitators;
∎ Oversee proper collection of data and dissemination of information needed to monitor and evaluate project activities based on sustainability and details with cost-effective measures;
∎ Prepare technical guidelines, case studies, bulletins, donors progress reports, and other papers as required;
∎ Guide and involve developing & reviewing training manual on Suchana.
∎ Write any papers, publications, presentation
∎ Following donor guidelines, prepare all quarterly, six monthly, annual reports.
∎ Develop simple and low cost innovative materials for extension activities in the project.
∎ Plan and implement participatory action research on project activities, particularly related to new components;
∎ Support other organizations, on issues related to Suchana project;
∎ Financial and Administrative:
∎ Provide input to prepare/revise annual budget and multi-year budget and its financial control;
∎ Supervise projected expenditure estimates and monitor these against actual expenditures;
∎ Ensure effective utilization of all resources, including project assets and materials;
∎ Ensure compliance with procedures required by grant or contract agreements
∎ Assist the CD to develop staff capacity;
∎ Conduct performance management system for all Suchana staff and provide regular feedback and follow-up on individual staff and create good opportunities for staff to improve their performance;
∎ Ensure staff's adherence to HKI's policies concerning administrative, managerial and financial procedures.
∎ Assist Finance Section to ensure proper utilization of sub-grants budget at PNGO level and work closely with finance to ensure donor financial report.
Additional Requirements:
∎ At least 8-10 years of experience directly implementing development programs
∎ Experience and/or familiarity with agriculture and nutrition programming (including Homestead Food Production)
∎ Experience with gender-sensitive programming in development, particularly related to maternal child health and nutrition.
∎ Demonstrated experience managing large, multi-year, multi-sector programs.
∎ Strong leadership and managerial skills to manage and lead a diverse team, work with coalition and implementing partners, and build capacity for project staff for smooth and effective implementation of the program.
∎ Experience in promoting and managing multi-stakeholder partnerships with national and international NGOs, development partners, and respective Departments and Ministries of the GOB is preferred.
∎ Excellent interpersonal communication skills, fluency in spoken and written English (including over the phone/Skype), and skilled with MS Office package (Word, Excel and PowerPoint).
