∎ Sheba Manab Kallyan Kendra (SMKK) was established in 1996 and implements integrated development projects in Bangladesh. The organisation has a particular focus to address the rights of children and women in order to improve their livelihoods. SMKK in collaboration with United Purpose will implement Strengthening Forecast-based Early Actions in Cyclone Prone coastal region at Sharankhola Upazila, Bagerhat district in Bangladesh (STEP) project which is funded by DG-ECHO.
∎ Position Rationale:
∎ Strengthening Forecast-based Early Actions in Cyclone Prone coastal region in Bangladesh (STEP) project will support national and capacitate local authorities in improving institutional, legislative & policy frameworks that are specific to preparedness and response where appropriate, relevant and necessary, in collaboration with respective development actors. Besides, the action will use an approach which strengthens multi-stakeholder coordination for ensuring the right people, right time and right initiatives in the right way (4R). For the ambition of the intervention to be met, the action will maintain very close coordination and collaboration with FBF/A taskforce, FBF Working Group, FbF Forum. This action will also emphasize to build on and contextualising existing protocols, guideline and modules to make this FbA protocol more specific to the locations and context.
∎ The Project Coordinator will be responsible for overall project management with guidance from United Purpose project team in project implementation, monitoring, evaluation and documentation of the STEP project at Sharankhola Upazila of Bagerhat district though the close coordination of the project team.
∎ Job Nature: Contractual for 18 months with possibility of further extension
Job Responsibilities:
∎ To ensure project have better plan to achieve their goals:
∎ Coordinate with the consortium members
∎ Closely work with United Purpose project Team and consortium members to organize project launching workshop at Dhaka level - BDM, DDM and MoDMR
∎ Baseline and end line survey including gender capacities and vulnerability assessment; service provider gaps-analysis
∎ Closely work with FBA taskforce lead by MoDMR/DDM, DMCs, CBO's for the implementation of good disaster management policies and programmes in multi-stakeholder processes.
∎ Support networking and promoting risk informed forecast based early action protocol with other relevant stakeholders like FBF consortium partners, national institutions like DDM, other agencies such as WFP, CPP, IFRC and BDRCS
∎ Organize and participate in national Learning sharing workshop
∎ End of project workshop/potential phasing out strategy workshop
∎ Consortium Coordination and Progress Review Meeting for update the project and joint decisions making
∎ Strengthening field operation:
∎ Develop the detailed implementation plan (DIP) in line with the Project Logical framework
∎ Ensure staff capacity building training, orientation and meeting to implement the project in time implementation.
∎ Monitor the implementation of the project work plans and activities and report on their timeliness and quality
∎ Project Inception meeting with local authority at District, Upazila and Union level
∎ Sensitize and mobilize CBOs (Women committee, youth groups and adolescent clubs) to create a culture of preparedness at community level through meetings, training and workshops.
∎ Enhance the capacity of Shelter Management Committee (SMCs) on shelter readiness to face shock and stress
∎ Development of user-friendly training manual, IEC materials and knowledge dissemination center related to cyclone forecast based early actions
∎ Enhance the capacity of DMCs, CBOs and local stakeholders to develop risk informed early action plan
∎ Meeting and workshop with relevant stakeholders and technical departments (BMD, CPP) to improve cyclone forecast bulletin and dissemination protocol at national and local level
∎ Conduct the context specific study through stakeholder's consultation to enable and guide forecast based early actions
∎ Adjustment of early action protocol through a series of meeting and workshops with relevant government departments and platforms (BMD, DDM, CPP, IFRC, Climate Centre, research institutions etc.)
∎ Support relevant ministry and departments to establish networking and promoting risk informed forecast based early action protocol with other relevant stakeholders like FBF consortium partners, national institutions like DDM (Early action Taskforce), other agencies such as WFP, CPP, IFRC and BDRCS
∎ Organize EAP dissemination workshop at Upazila, District and National level.
∎ Provision of a small-scale FbF option (Pilot financing) to test the effectiveness of the forecast based early action system.
∎ Periodically review and asses the project performance as well as staff.
∎ Knowledge Management and Sharing:
∎ Promote knowledge generation and sharing among the stakeholders including with partners.
∎ Ensure reflective and intelligent information is effectively communicated for improvement of project processes
∎ Capturing and overseeing regular lessons learned and success stories (including Change Stories) from targeted areas for internal and external sharing (including to Communications Team).
∎ Willing to speak publicly, present findings to multiple stakeholders and facilitate focus group discussions.
∎ Monitoring and Reporting:
∎ Ensure tracking and meeting deadlines for donor reporting. Lead and finalize the project's monthly activities, quarterly and annual reports (for internal and external/donor audiences).
∎ Quality Ad-hoc reports writing for key donor and external reports, including but not limited to Annual Narrative Report
∎ Results/Expected Outputs:
∎ Assigned Projects under area of responsibility are well managed, reported, and documented;
∎ All quality measures are taken for all works under responsibility and properly communicated to the line manager and other concerned parties;
∎ All reporting requirements are met whether daily/weekly /monthly or annually.
∎ Organizational processes and procedures are followed throughout the works under area of responsibility.
∎ The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) staff or (non-) governmental counter-parts, including Implementing Partners (IPs);
∎ Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
Additional Requirements:
∎ At least 5 years' experience and preference will be given on in planning and management of technical co-operation strategies and relevant DRR, advocacy, humanitarian and resilience livelihoods in disaster risk reduction, emergency response in coastal districts in Bangladesh.
∎ Extensive field experience in disaster environments.
∎ Professional experience to work with consortium partners and government specifically BDM, DDM and MoDMR
∎ Have experience in Forecase based Early Actions, Forecast based Financing
∎ Skill and experience in capacity building of the disaster management committee at union, upazila and district level
∎ Ability to lead strategic planning, results-based management, monitoring and reporting
∎ Demonstrates behaviors such as teamwork, knowledge sharing, maintaining relationships
∎ Excellent communication skills (written and oral) in English and Bengali
∎ Experience working with government/governance stakeholders at a local level
∎ Experience working within the NGO context at a field level or within communications, research or strategy environments.
∎ Exposure to digital tools management or server maintenance
Salary:
∎ Monthly Tk. 40,000 (Consolidated)
