Job Context:
∎ Background
∎ Municipalities Association of Bangladesh (MAB) with the collaboration of Govt. departments and development partners, have been implementing a number of development programs for enhancing the capacity of municipalities to address Pro poor local Governance. In 2017 MAB has been mandated by United Cities and Local Governments Asia Pacific (UCLG ASPAC), with the support from Bill and Melinda Gates Foundation (BMGF), to implement the project titled `Municipalities Network Advocacy on Sanitation in South Asia`.
∎ Goal of the Project
∎ Municipalities and Municipal Associations have strengthened capacity to contribute in designing and implementing robust and effective policies and in developing sustainable financing strategies on sanitation, particularly on Faecal Sludge Management (FSM) and Non-Sewered Sanitation (NSS).
∎ The following objectives has been considered to achieve the goal from UCLG support, as
∎ To strengthen capacity of MAB (Bangladesh) and MuAN (Nepal) in implementing national policy and strategy on sanitation, with a focus on Faecal Sludge Management (FSM) and Non-Sewered Sanitation (NSS) system in line with SDG 6.
∎ To contribute in improving the urban sanitation policy framework and guideline through collaboration with relevant ministries and stakeholders.
∎ To implement the sanitation plans in 5 model cities/municipalities in each Bangladesh and Nepal focusing on FSM policies, institutional, financial and regulatory framework.
∎ To develop and improve the accessibility on financial options through different funding mechanisms such as Public-Private Partnerships, cooperation with banks and development agencies and community.
∎ This position Project Coordinator of MAB for the "Municipalities Network Advocacy on Sanitation in South Asia" project in Bangladesh will be responsible for overall implementation of the project at National level and 5 Pilot Municipalities. The incumbent will be responsible for Periodic planning, Coordination among stakeholders, Overall financial responsibilities and Reporting. This position will be based in Dhaka with frequent field visit within country, coordination with technical partners as well.
∎ Scope of Role:
∎ Reports to: Secretary General, Municipal Association of Bangladesh MAB
∎ Dimensions: Program`s Dhaka MAB office base with at least 40% field visit .
∎ Staff directly reporting to this post: TBD

Job Responsibilities:
∎ Major tasks of the Project Coordinator and outputs will include but not be limited to:
∎ Project coordination:
∎ Assume overall responsibility for implementing MNASSA project.
∎ Ensure functioning of Policy Advocacy Unit and prepare them as center of excellence for national level legal reforms for urban governance
∎ Work closely with other key members , sub committees of the MAB including Regional Chapters,
∎ Carry overall responsibilities of Project financial activities, tracking and control expenditure trends, ensure reporting on time
∎ Ensure documentation against indicators and activities implemented, Prepare minutes of Project meetings/ skype calls, circulate minutes, preserve in an accessible manner.
∎ Ensuring of activating MAB Website , Quality of Newsletter, Media fellowship along with other appropriate tools for promotion of good practices by MAB and Municipalities
∎ Prepare monthly & periodic reporting for MAB Executive committee, Donors, recommend for further improvements
∎ Coordinate to develop project relevant IEC materials, Case reports, Good practice reports and as required.
∎ Coordinate research /studies, lead to arrange national and international shearing events, ensure support to National and international consultants,
∎ Secure commitments from other development partners, donors, technical support providers
∎ Capacity building
∎ Where appropriate, ensure that capacity building of MAB personnels and Program staffs occurs in order to ensure on-going projects implementation and quality of the response
∎ Identify learning and training opportunities and work in increase both technical and institutional capacity building
∎ General
∎ Comply with MAB policies and practice with respect to National level apex body of municipal association and other relevant policies and procedures.
∎ Display neutrality and act as the representative to all stakeholders regardless weight and respect
∎ Develop and maintain a strong and positive relationship with Concern Ministry, Donors, CSOs, NGOs, INGOs, technical partners,
∎ Develop and maintain a strong and positive relationship with colleagues at National and Municipal level
∎ Advocacy and Networking:
∎ Development of the monitoring and evaluation framework for FSM for advocating to JMP.
∎ Work with stakeholders, FSM Network to identify information gaps and propose ways to bridge those gaps for advocacy.
∎ Monitoring and reporting the implementation of the project:
∎ Regular field visits/responses/quality controls of municipal level activities
∎ Follow up Base line survey data of 5 Municipalities for analysis of the FSM situation in
∎ Representation:
∎ Represent MAB in workshops, meetings, networks and events in consultation with Secretary General when required or requested by MAB.
∎ Other:
∎ Ready to work to respond to any other assignments whenever required.

Additional Requirements:
∎ Age at most 45 years
∎ At least 5 years' experience preferably in development sector for a minimum experience as project Manager/Coordinator for 5 Years
∎ Working experience with any reputed regional and international development organizations will be given preference. Experience working local govt. will add value.
∎ Skills
∎ Fluency in English - both reading and writing - is essential.
∎ Must be computer literate and having experience of MS office package
∎ Excellent judgment, problem solving and decision making skills. Outstanding critical thinking skills, attention to detail, accuracy and ability to think 'outside the box'.
∎ Excellent interpersonal and collaboration skills, tact and discretion.
