Educational Requirements:
∎ Masters degree in any discipline, Master of Social Science (MSS), Master of Development Studies (MDS)

Job Responsibilities:
∎ To implement the quality program on projects through ensuring an effective monitoring system.-15%
∎ Ensure organizational strategic objective and goal.
∎ Assist senior Project Manager in making project implementation plan (PIP) considering the proposal and local context to achieve goal and objectives.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Assist in maintaining strict compliance with donor rules and regulations.
∎ Apply oversight and evaluate, monitor, and manage risks, issues, assumptions, dependencies, Interdependencies, and changes, escalating those outside tolerances if appropriate.
∎ Assist reporting manager in managing the project, oversee budget and carry out the monthly expenditure analysis, prepare reports and requirement of fund.
∎ Regularly follow-up the project activity, financial status, work progress.
∎ Prepare activity plan for project staff.
∎ Ensure the minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Support program staff in the planning of project activities and the establishment of high-quality performance targets, ensuring adherence to technical standards, best practices, and donor guidelines.
∎ Assist program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
∎ To ensure the quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ To ensure organizational visibility in different stages.
∎ Monitor progress, regularly reports on the status, and initiate corrective actions. Ensure all Expenditure or activity is tracked and reconciled to budget/plan with forecast to complete or value generated centrally to decision making.
∎ Keeping close collaboration with Partner MEAL officers, provide technical support to implementation teams to develop and implement MEAL plans, assessment and baseline tools, project-specific monitoring tools, and methodologies to conduct regular monitoring and evaluation activities.
∎ Monitor ongoing Project activity of Partners as per need basis & submit the report to IRB Management on a timely basis.
∎ Experience in warehouse management
∎ Capacity Building initiatives for beneficiaries and project staff at the program level-15%
∎ Organize basic training for newly recruited project staff.
∎ Participate and facilitate project-related awareness-raising programs at the community level.
∎ Conduct skill development training.
∎ Provided one to one coaching to staff for understanding project goal and objectives
∎ Organize training and workshop in different sectors for internal and external stakeholders.
∎ Ensures effective reporting according to the project need-15%
∎ Prepare monthly, quarterly, interim and final narrative reports as per proposal and project need.
∎ Provide progress reports to the country office and donor.
∎ Prepare the financial report of expenditure and update time to time.
∎ Meet the different reporting deadlines.
∎ Update on track System on regular basis.
∎ Ensures comprehensive and effective Coordination and advocacy with different stockholders-35%
∎ Organize the project inception meeting with different level stakeholders.
∎ Coordinating IRB country strategy implementation at field level.
∎ Act as the central focal point for all activities and issues taking place at the camp level.
∎ Coordinating overall implementation of the program at the field level.
∎ Managing the team at field level on-site and/or remotely depending on access.
∎ Ensure effective networking and coordination with RRRC and DC office.
∎ Active participation in the different sectorial meetings.
∎ Coordinate the project to be managed within the agreed time, cost, and quality constraints to enable delivery of the agreed outputs and/or benefits.
∎ Ensure advocacy of IR at Camp level.
∎ Conduct/ Participate in different need assessments.
∎ Ensure to update the 4W matrix on regular basis.
∎ Maintain suitable plans, manage the delivery of minimum requirements and/or critical Success factors and effectively manage people (including third parties) and other resources.
∎ Establish and maintain effective intra-camp coordination mechanisms and facilitate participation in inter-camp coordination activities
∎ Set up and maintain a camp information management system in line with global Cluster guidelines including sex- and age-disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality
∎ Represent IRB and District Advocate for the legitimate needs and rights of the camp population through liaison with Camp Administrator, humanitarian service providers, and other actors.
∎ Ensure appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
∎ Promote and facilitate accountability towards camp population through setting including set up of complaints and feedback mechanism which promotes accountability.
∎ Ensure that the displaced are aware of the assistance and services available in the camp and how to access them; distribution points should be accessible and distribution mechanism should take into consideration groups with specific needs to minimize chances of violence, abuse, and exploitation.
∎ Assist in the development of a camp closure and phase-out strategy in the first phase of the camp response, with the relevant Cluster and the relevant partners and ensure it is adapted to the specific camp context
∎ Liaise with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project;
∎ Work alongside staff to build their capacity in program planning and design; program management; monitoring and evaluation.
∎ Organized lesson learned workshop for further organizational development.
∎ Collecting successful project completion letters from relevant authorities.
∎ Ensure effective and appropriate project archiving-5%
∎ Well and proper documentation capacity and preservation and delivered to Humanitarian Programme department with the due time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Functional the complaint response mechanism and feedback system (CRMF)-10% Ensure CRM process in different stages.
∎ Continuous orientation on complain system for field staff.
∎ Ensure complain log and register at the project level.
∎ Share different information to develop the project with the knowledge management team.
∎ Others-5%
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects and able to travel frequently for extended periods and to remote areas of the projects.
∎ Responsible for seasonal (Ramadan & Qurbani) & emergency response programs if require.
∎ Propose some methodology, according to the proposal, and provide it with the experience and lessons learned from the other organizations.
∎ Ensure the complaint response and feedback mechanism at the field level.
∎ Perform any other duties assigned by Supervisor
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
