Job Context:
∎ The Centre for Disability in Development (CDD) is a not for profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.
∎ CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD`s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment.
∎ The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues.
∎ CDD is planning to recruit one Accounts and Finance Person for the project "Accessible and Equitable Heath Care and enhanced citizen engagement for 1500 marginal population, including Persons with Disabilities at Host Communities in Cox`s Bazar, Bangladesh impacted by the Rohingya Crisis and Cyclone Mocha" which is financed by the Malteser International. The duration of the project is till 31 December 2023.

Job Responsibilities:
∎ Maintaining proper financial records and files in accordance with prevailing procedures;
∎ Preparing draft financial reports for the project team/ partners organization and advising them accordingly;
∎ Monitoring and supervising expenditures by project;
∎ Process advance request and arrange disbursement of the same;
∎ Maintain all payment documents and ensure documentation in place;
∎ Monitoring and analyzing project expenditures with respect to approved budgets and work-plans;
∎ Prepare and submit the monthly financial requisition to project management in alignment with the approved project budget;
∎ Develop monthly variance report of the budgeted and actual expenses showing the reasons for variance;
∎ Provide financial analysis to management for early decision-making;
∎ Flag low burn rate against a line item or anticipated over-expenditure;
∎ Work closely with the project team to develop project budgets and ensure the appropriateness of budget figures;
∎ Prepare daily receipts and payment vouchers journal vouchers of project-related expenses;
∎ Prepare staff salary sheet of assigned projects and respective pay slips;
∎ Maintaining Cash book, bank book, General ledger, subsidiary ledger(S), and other required registers (s);
∎ Ensure that VAT and Tax are deducted, Deposited, and documented as per Government Rules;
∎ Maintain FIS for the project, and operate TALLY Software;
∎ Prepare the monthly bank reconciliation statement(s);
∎ Maintain the fixed assets register both for assets & stores of the project;
∎ Ensure all financial reports and budgets are accurate;
∎ Follow up observations from the auditor and donor;
∎ Perform periodic checks and verifies different finance and accounts-related reports, documents, and compliance requirements;
∎ Ensuring financial guidelines are followed and best practices maintained during the implementation of all project activities;
∎ Ensure Value for Money principles are adhered to throughout the project;
∎ Ensure that funds are spent in accordance with donor's requirements and limits along with government rules and regulations;
∎ Any other task assigned by authority.

Additional Requirements:
∎ Age 22 to 45 years
∎ Familiar with humanitarian context in the region and demonstrable experience with donor funded project management is desirable;
∎ Deep professional and technical understanding of Accounts, their diversification, and ways to adapt them as per the requirement of donor agencies;
∎ Demonstrated track record of establishing and managing finance and accounting systems, overseeing and working with audits, and strong familiarity with TALLY, Taxes, VAT, and other related local regulations;
∎ Understanding of the Government of Bangladesh's financial, accounting, and banking requirements;
∎ Capable of budget development, planning, coordination, monitoring results as well as financial management and accounting systems;
∎ Skill in financial report development independently and other reports writing in English and Bangla;
∎ Familiar with NGO Bureau rules & regulations;
∎ Persons with disabilities and Gender sensitive ;
∎ Working experience on FD-6, FD-7 and FC-1;
∎ Excellent interpersonal communication and negotiation skills;
∎ High level of integrity and sense of maintaining confidentiality;

Salary: Tk. 65000 (Monthly)
