Job Context:
∎ Reportable to: Program Manager
∎ Position Overview: The Program Officer (Accounts cum Admin) will play a crucial role in ensuring the financial management and accountability of the project. This position requires a strong understanding of accounting and financial principles, excellent organizational skills, and the ability to work collaboratively with various stakeholders.
∎ This position is based in Bhasanchar Project Office at Hatiya, Noakhali.

Job Responsibilities:
∎ Book Keeping, Financial Monitoring and Reporting:
∎ Maintain accurate financial records, cash book/ electronic accounts, ledgers, and accounts for the Access to Education (A2E) of Rohingya Refugees / FDMN in Bhasanchar Project.
∎ Prepare and analyze financial reports, including budgets, income statements, balance sheets, and cash flow statements.
∎ Prepare payrolls and Accounts Receivable and Payable.
∎ Monitor project expenses and income to ensure alignment with the approved budget.
∎ Provide regular financial updates to Program Managers and senior management.
∎ Budgeting and Forecasting:
∎ Assist in the preparation of project and operational budgets, ensuring alignment with project goals and objectives.
∎ Collaborate with project teams to develop accurate financial forecasts and track actual performance against forecasts.
∎ Identify areas of concern or potential cost overruns and provide recommendations for corrective actions.
∎ Financial Compliance:
∎ Ensure compliance with all financial regulations, donor requirements, and organizational policies.
∎ Prepare financial documentation for audits and assist both internal and external auditors during the audit process.
∎ Review and approve project expenditures, ensuring proper documentation and adherence to internal controls.
∎ Cash Flow Management:
∎ Monitor project cash flows and manage fund disbursements in a timely manner.
∎ Coordinate with relevant departments to ensure funds are allocated appropriately and efficiently.
∎ Financial Documentation:
∎ Maintain organized and complete financial records, including invoices, receipts, contracts, and other relevant documents.
∎ Ensure that all financial documentation is properly filed and easily accessible for auditing purposes.
∎ Financial Capacity Building:
∎ Provide training and support to project staff and relevant stakeholders on financial management processes and procedures.
∎ Collaborate with non-finance team members to enhance their understanding of financial matters related to the project.
∎ Administration:
∎ Support to the field, coordinate with finance, logistics and procurement department Support in day to day administrative functions, Meet up logistics items need in sector
∎ Manage administrative and logistics related contract for purchasing goods and service
∎ Manage supplies and stock of the Project
∎ Prepare visitor's schedule, keep updated visitor's list and arrange camp visit for visitor
∎ Liaise with respective internal authorities, regarding transportation & accommodation for guests and delegates
∎ Organize a filing system for important and confidential documents
∎ Maintain Personnel Files and Leave Registers
∎ Safeguarding and PSEA: Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding and PSEA implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. Practice, promote and endorse the issues of safeguarding and PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action.
Additional Requirements:
∎ Proven experience 5 years as an Accounts & Admin Officer / Finance Officer or similar role, preferably in the context of humanitarian response / development projects.
∎ Strong understanding of accounting & financial principles, budgeting, and reporting.
∎ Strong understanding of administrative and HR issue.
∎ Proficiency in financial software and Microsoft Office Suite, especially Excel.
∎ Knowledge of donor financial regulations and compliance standards.
∎ Excellent analytical, problem-solving, and organizational skills
∎ Excellent influencing, negotiating and communication skills
∎ Excellent coordination skills
∎ Effective communication and interpersonal abilities, with the capacity to work collaboratively within a diverse team.
∎ Attention to detail and accuracy in financial record-keeping.
∎ Ability to work under pressure and meet tight deadlines.
Salary: Tk. 55000 (Monthly)
