Job Context:
∎ Reports to: Deputy Project Manager and Head of Programs in Matrix Structure
∎ Nature of Job: Full time Level: Mid-level position
∎ The PMEL Lead must have very strong qualitative and quantitative skills with evidenced rigor in previous PMEL assessments in their professional careers. They should be a team-player with a willingness to learn and critique.
∎ Working Conditions:
∎ The position is based in Gaibandha, Rangpur Division. Applicants must be willing to locate/relocate themselves if successful.
∎ Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours to attend external meetings.
∎ From time to time local/day long travel may be required to reach different working and remote areas within the Gaibandha and Kurigram Districts. It will be an expectation that some time is spent in the field and different venues in Gaibandha and Kurigram based on PMEL needs.
∎ Any other tasks assigned by the supervisor, or country office from time to time.
∎ Yearly renewable the contract based on fund availability and performance.
∎ Following of ICCO HR, Admin and Finance related policies strictly.

Job Responsibilities:
∎ Contribute to the design, phase-in and overall execution of research exercises, coordinate and surveillance quality of field assessments
∎ Design research enquiries relevant to the thematic areas of SONGO and coordinate their implementation, analysis and writeup with support of PMEL officers.
∎ Taking measures to track changes ignited on important areas (qualitative and quantitative) as Governance, Private sector development, Gender Leadership and economic, social and environmental Impact of SONGO.
∎ Committed to the upholding of strongest research practices, and championing the best execution of pre-existing assessments/methodologies
∎ Leverage Monitoring tools (especially ICT based) for smart tracking/surveillence and area-wise performance monitoring on key nutrition, health, WASH and FNS practices
∎ Think systemically in building assessments that can be reported in-line with key operational activities
∎ Contribute to the effective PME approaches and leading their quality management in SONGO, especially governance monitoring frameworks, action plan processes and scorecarding exercises.
∎ Knowledge Management:
∎ Contribute to and improve the execution of continual knowledge feedback processes, including knowledge dissemination strategy.
∎ Promote knowledge generation and sharing among SONGO stakeholders including with partners.
∎ Ensure reflective and intelligent information is effectively communicated for improvement of project processes
∎ Capturing and overseeing regular lessons learned and success stories (including Change Stories) from targeted areas for internal and external sharing (including to Communications Team).
∎ Willing to speak publicly, present findings to multiple stakeholders and facilitate focus group discussions. Prior evidence of doing so will be considered favorably
∎ Keeping up to date with latest developments in the PMEL field relevant to the scope of SONGO's intervention areas.'
∎ Orient, train and facilitate on KM processes to wider team members, including other PMEL staff to improve own critical capacity.
∎ ICT based Systems and Data Management:
∎ Maintain oversight of SONGOs ICT monitoring platform (Commcare) and overview regular updates with support of the PMEL Officers. Introduce and support ad-hoc monitoring and recording tools in conjunction with other advisors where required.
∎ Maintain the systemic oversight and spot-checking of ICT monitoring assets used by 72 field-staff of SONGO.
∎ Maintain and ensure data protection compliance with all soft copy information, and correct archiving in Onedrive/GoogleDrive. Supporting and ensuring backups of key information and resources for safety and security will be required.
∎ Ensure preservation of and output monitoring information is appropriately archived for internal and external verification, including assets, muster rolls, committee information/log evidence etc. with advisors and partner.
∎ Maintain and support input oversight of digital tools employed in SONGO, including ICT-based BCC platforms.
∎ Support and supplement project-wide capacity on ICT based tools and planning processes.
∎ Build and champion scalable and practical systems thinking among the project team, for present and upcoming innovations in ICT4D for SONGO.
∎ Ensuring quality assurance and checks are maintained throughout the project's activities, as well as in research/regular monitoring.
∎ Report preparation according to need of the European Union:
∎ Ensure tracking and meeting deadlines for donor reporting. Lead and Finalize the project's monthly activities report (for internal and external/donor audiences), taking initiative to draft quarterly updates (including Presentations) of the project and coordinating key members of the SONGO team to contribute effectively to the reports.
∎ Quality Ad-hoc reports writing for key donor and external reports, including but not limited to Annual Narrative Report
∎ Ensure internal databases/MIS is updated with key ICCO/Cordaid recording mechanisms on project progress, key documentation etc.
∎ Basic Dashboard on outcome-wise monitoring presented quarterly, with information from Commcare and ad-hoc resources. Excel configuration and consolidation is a must with the other PMEL colleagues.
∎ Technical support to the project team for external resource mobilization:
∎ Develop quality Theory of Changes, Log frames, measurement frameworks, and versed in how to communicate intervention logic
∎ Write /develop concept notes and proposal writing is a must for the position. The chosen candidate may need to support fundraising initiatives for ICCO Cooperation if successful.
∎ Knowledge of building Implementation Plans is required. Knowledge of budget building is desirable.
∎ Manage own staff, and coordinating with PMEL staff from consortium partners, including work-planning, monitoring and
∎ Experience in vulnerable community consultations, with women, disabled persons, adolescents is an asset.
∎ Understand on PME approaches, execution is desirable.
∎ Use of household studies, community-based data gathering and use of secondary data is an advantage
∎ Knowledge of Local Governance Structures is desirable
∎ Closely work with the team members to assist to design detailed implementing plan and monitor the achievements in time.

Additional Requirements:
∎ Priority:
∎ Higher level qualification or degree (preferably Masters), in either development, health, anthropology, agriculture, quantitative or relevant social science fields
∎ Proven initiative with the development context/immersion in development related fields, with rural experience preferable
∎ Professional research experience, or strong background of multi-disciplinary academic research in related or transferable skill areas. This should include both qualitative and quantitative research.
∎ Excellent communication skills (written and oral) in English and Bengali
∎ IT Proficiency: Microsoft Excel proficiency, use of Google-Drive/One-Drive is a must for this role
∎ Demonstrated experience with ICT Monitoring systems (preferably Commcare, or Kobo or similar)
∎ Excellent interpersonal communications skills and willingness to immerse within a multicultural team
∎ Demonstrable lateral thinking and problem-solving abilities
∎ Committed to a rights-based approach, and championing the values upheld by ICCO Cooperation
∎ Strong report writing capabilities, and able to condense information from multiple sources to a relatable format.
∎ Experience in developing concept notes/proposals, ToCs and Logframes.
∎ Desirable:
∎ Prior Experience in applied PME methods
∎ Experience working with government/governance stakeholders at a local level
∎ Exposure to themes on nutrition/health/WASH and livelihood challenges in rural communities
∎ Experience working within the NGO context at a field level or within communications, research or strategy environments.
∎ Exposure to digital tools management or server maintenance
∎ Prior skills/experience in phasing-in ICT4D tools for implementation, and ICT/ICT4D culture management.
