Experience:
Post graduation with 4-year bachelor’s degree in any discipline from any reputed university, preferably in Public Health, Environmental Science, Social Science or relevant fields.
Certifications in Occupational Safety and Health (OSH), such as NEBOSH, IOSH, or ISO 45001, will be considered an advantage.
Experience Requirements
At least 5 years of demonstrated experience in the RMG or Development sector, preferably in areas associated with safety and health training, compliance, and social auditing.
Minimum 2-year experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) is a requirement.
OSH Training Program Specialist must have a thorough understanding of occupational health and safety regulations.
Ability to communicate effectively with multi-stakeholders in the RMG industry (workers, industries, unions, federations, brands, and other stakeholders).
Must be able to work in a team with professionalism, mutual respect, and understanding.
OSH Training Program Specialist must be able to develop and deliver effective training programs.
Job Context
The role reports to the Head of Department of the RSC and is based in the RSC office in Dhaka.
In this role, the OSH Training & MEAL Specialist will play a crucial role in developing and implementing a comprehensive Occupational Safety and Health (OSH) Training program across the RMG industry of Bangladesh. The main objective of this program is to educate workers, supervisors, and managers with the necessary knowledge and skills to identify, prevent, and mitigate occupational hazards and promote a safe work environment. The role involves monitoring project activities, tracking performance indicators, collecting and analyzing data, and supporting Head of the Department (HOD).
Job Responsibilities
Monitoring & Evaluation: (60%)
Develop and implement monitoring frameworks, tools, and indicators for OSH training programs.
Collect quantitative and qualitative data through feedback forms, observation, and field visits.
Conduct regular assessments to measure the effectiveness, relevance, and impact of OSH training.
Analyze data to evaluate learning outcomes, knowledge retention, and behavior change among participants.
Prepare evaluation reports with actionable recommendations.
Facilitate learning reviews and reflection sessions with training teams and stakeholders.
Document best practices, lessons learned, and success stories to inform program design and improvement.
Assist Head of the Department (HOD) and TLs in using monitoring data to improve training quality and learner engagement.
Maintain and update M&E databases and dashboards.
Produce regular MEL reports (monthly, quarterly, annual) for internal and external stakeholders.
Ensure data quality and compliance with departmental strategies and standards.
Promote a culture of transparency, participation, and responsiveness within the training process.
Training Program Delivery: (40%)
Lead and deliver OSH Training program effectively and efficiently at the RSC listed factories.
Collaborate and communicate with workers, employers, and relevant stakeholders in various engagements.
Conduct All Employee meetings (AEM) sessions and ensure proper distribution of the All-Employee Meeting booklets and other IEC materials.
Develop training modules as well as different types of IEC materials.
Prepare and dispatch the Letter of Acknowledgement (LoA) on time to the factories and eligible SC members.
Facilitate Safety Committee (SC) meeting at regular intervals and provide mediation support to SC members.
Conduct Safety Committee Walkthrough (SCWT), and share the findings reports with the factories on time and follow up until the Walkthrough findings are resolved.
Inform the Team Leader/HoD of the difficulties encountered in the successful implementation of any program.
Coordinate with the OSH Training Logistics Officer for the required logistical and technical support in the training program.
Conduct the Safety Survey during the Safety Committee meeting and update the data accurately.
Maintain and update the training databases (i.e. FFC & FTP, OSH Tracker, LoA Tracker, Walkthrough Tracker, SC Members Tracker) on a regular basis and generate quantitative reports.
Communicate with the Remediation Program Department (RPD) and Occupational Safety & Health Complaint Mechanism (OSHCM) Team, and other Technical Team Colleagues for any immediate work requirement.
Communicate with the Safety Committee members to collect information on any industrial accidents, complaints, etc. and share reports with the respective concerned.
Perform related duties as assigned by the Head of OSH Training Program.
