Educational Requirements:

Job Context:
∎ Duration of contract : 1 year (possibility of extension upon satisfactory performance)
∎ Reporting to : Health and PSS Expert(PMO), Health and Environmental Coordinator
∎ Duty Station : Cox`s Bazar with some visits to Dhaka
Job Responsibilities:
∎ Manages Cox's Bazar's and Host community Solid Waste Management Project of solid waste collection, composting and recycling activities by making a 3-4 years long-range plans to meet Bangladesh's rules and regulation related to solid waste management. Negotiating contracts with local contractors/sub-contractors and manage other NGO/local body partners.
∎ Liaise with local bodies and relevant government departments for the project sites.
∎ Plans, assigns, reviews and evaluates work of Solid Waste Program staff; interviews and recommends field staff for hire; and trains staff in solid waste collection, composting, and recycling linkages with local scrap dealers and market development for compost.
∎ Prepares, administers, and monitors the SWM program budget including revenue collection, resource recovery (sale of recyclables and composting)
∎ Develops and evaluates performance measures, sets bench marking for work output and monitor the same for SWM
∎ Authorizes timely payments for contracted services; and participates in resolution of disputed contractual matters with partners/local bodies.
∎ Actively looks for developing new partnerships within Cox's Bazar for up scaling the SWM project.
∎ Continuously monitors the compliance of SWM operations with Governments guidelines, regulations and laws.
∎ Prepares quarterly reports on progress of SWM project, discusses with team and makes further decisions going forward
∎ Regularly meets with local body officials and other relevant groups to solicit input on project design, and to gain cooperation and participation in project
∎ Regularly participates in review meetings of the Rohingya Sanitation Working Group and provide comments/inputs
∎ Conduct/organize awareness workshops for the Refugee population and host community in Cox's Bazar to explain and generate support for proposed solid waste collection, segregation and recycling linkages projects.
∎ Represents BDRCS at the Municipal/state for solid waste program-related conferences, workshops, and meetings to maintain current knowledge of field and to provide information about BDRCS SWM project.
∎ An ability to review and analyze SWM information, and develop valid recommendations; prepare and give presentations before community/local body & government is a must
∎ Ability to supervise staff, including planning, organizing, assigning, reviewing, and evaluating work; and train staff.
Additional Requirements:
∎ Age at most 45 years
∎ Minimum 5 years of working experience in the field of emergency response, WASH and waste management is desirable. Any working experience in the Rohingya crises is an added advantage.
∎ Preferably three years of progressively responsible professional experience in the planning and implementation of integrated solid waste management project that included partnership developments and lead role in managing the project.
∎ Knowledge of principles and practices of integrated solid waste management, including recycling, composting, local and national regulations, and policies pertaining to solid waste management.
∎ Good computer skill in MS office is desirable along with fluency in written and spoken English.
∎ Training and facilitation skills along with ability to mobilize community are highly desirable.
Salary: Tk. 65000 - 75000 (Monthly)
