Experience & Training:

Required Competencies

Familiarity with humanitarian coordination structures (UNHCR, CiC, Sector working groups, Site Management).
Proficiency in reporting tools such as ActivityInfo, Kobo/ODK, Excel, and UNHCR reporting formats.

Job Summary
The Officer – Distribution Management will be responsible for planning, coordinating, and implementing LPG and Non-Food Item (NFI) distribution activities across assigned camps under the Rohingya refugee response. The role ensures efficient distribution operations, inventory flow, warehouse coordination, UNHCR reporting compliance, and field-level stakeholder engagement. The post will supervise and support distribution teams and volunteers to ensure safe, accountable, and timely delivery of assistance while maintaining quality service standards at distribution points. This position is crucial in ensuring accurate documentation, beneficiary management, crowd control support, and smooth integration of logistics and distribution management functions.
Key responsibilities include (not limited to):
Distribution Planning & Implementation (70% of time)
Organize and facilitate periodic LPG and NFI distribution activities ensuring timely and accountable delivery to beneficiaries.
Prepare distribution plans in coordination with UNHCR, CiC office, logistics, and site management teams.
Ensure proper setup and operation of distribution points, crowd management, queue control, security arrangements, and grievance handling.
Monitor distribution processes to ensure fair, transparent, and protection-sensitive service delivery.
Coordination & Stakeholder Engagement: (10% of time)
Liaise closely with warehouse/logistics teams to ensure timely issuance, loading, and dispatch of distribution materials with proper documentation (GRNs, stock cards, delivery notes, bin cards, distribution reports).
Coordinate with UNHCR field teams regarding modality approval, distribution center use, beneficiary verification, and challenges requiring escalation.
Maintain regular communication with Camp administration for activity approvals, distribution notifications, and support requirements.
Work collaboratively with Site Management teams to support camp-level operations where required.
Reporting & Compliance: (10% of time)
Ensure timely reporting of distribution data through ActivityInfo, 4Ws, post-distribution reports, stock reports, and UNHCR-prescribed formats.
Maintain daily records of transactions, stock movement, attendance of volunteers/staff, and field expenditure documentation.
Support development of IEC materials, distribution tokens, beneficiary communication tools, and awareness messages for LPG/NFI usage.
Support in organizing FGDs and awareness sessions on safe LPG handling and proper use of distributed NFIs.
Team Supervision & Operational Support: (10% of time)
Supervise warehouse associates, distribution support staff, volunteers, and casual laborers as per camp allocation.
Ensure adherence to safety protocols, fire prevention measures, and equipment functionality at distribution points.
Support operational logistics such as vehicle scheduling, generator operation, crowd safety, and asset handling.
Identify capacity gaps and support training for staff and volunteer teams.
Relationships: S/he will report to the Manager- Camp Management. S/he will work as a team member in this project.
