Job Responsibilities:
∎ OVERALL RESPONSIBILITIES : The M&E officer will oversee the monitoring and evaluation system for reporting progress and maintain reporting procedures and guidelines in compliance with donor systems. The M&E officer will be expected to implement the monitoring and evaluation plan consistent with the donor's COVID-19 response goal, develop all data collection tools, coordinate the collection of routine and research data including data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators. S/he will also be responsible for project documentation including deliverable and report preparation, data is used to improve program implementation. S/he will be expected to coordinate with the country office, home office and the USAID in the collection, utilization, reporting and dissemination of indicator data.
∎ SPECIFIC RESPONSIBILITIES: Assist to implement the COVID-19 program's M&E system, including setting targets, reporting to indicators, and monitoring project progress. Provide monitoring data to inform decisions on project performance. Assist to conduct regular data quality checks. Conduct regular checks of implementation tracker and provide updates to the technical team. Assist to prepare updates (weekly/bi-weekly) and PPTs on COVID-19 program progress and technical meetings Assist to develop deliverables and reports (monthly and when required) and upload them in the system Systematic documentation of all documents under the project Assist to develop communication/learning materials Work in consultation with the COVID-19 technical team and MEL advisor Assist to design and implement research and evaluation, if needed Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities. Perform other duties as assigned.
Additional Requirements:
∎ 2-4 years demonstrated experience implementing monitoring and evaluation activities.
∎ M&E experience in the health sector, particularly in health systems strengthening and response on COVID-19 is preferred.
∎ Competencies:
∎ Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.)
∎ Excellent writing, analytical, organizational and communications skills including organizing, scanning, summarizing and presenting information.
∎ Highly organized, detail -oriented, meticulous, and consistent in the execution of their work.
∎ Demonstrated ability to manage multiple priorities and projects at a time.
∎ Demonstrated time management skills.
∎ Fluency in English (written and oral) required.
