Experience:

  • Typically requires 5+ years of relevant experience managing data collection, monitoring, evaluation, capacity strengthening in the country, and technical assistance experience.

  • Strong understanding of M&E methodologies and tools, including quantitative and qualitative techniques.

  • Proficient in data analysis and visualization using Excel, Power BI, DHIS2, or similar tools.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

  • Strong interpersonal skills and ability to collaborate with diverse stakeholders.

  • Willingness to travel to field sites as needed.

Technical Requirements:

  • Assists in providing technical support in the development and dissemination of tools, materials, reports, papers, and intervention for projects.

Project Description:

  • Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government (USG) and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve any zoonotic disease epidemic control among all at-risk populations; strengthen GHS, including outbreak response; improve maternal and child health (MCH), address TB/HIV con-infection; and promote quality health service delivery including supply chain management.

Position Summary:

  • The Monitoring and Evaluation (M&E) Officer will play a key role in supporting the implementation of the SI system under the EpiC Bangladesh project at the field level. This role involves collecting, managing, analysing, and reporting high-quality data to track project performance and support data-driven decision-making. The incumbent will collaborate closely with technical teams, implementing partners, and government counterparts to ensure that SI systems are robust, responsive, and aligned with project and donor requirements. S/He will train partner staff to ensure that performance indicators and data related to outcomes, achievements, and impact are properly prepared and collected in targeted geographic areas and sectors.

  • S/He will provide basic technical support and guidance to staff and partners at the regional/ district and sub-district level as well as in the country office, draft any project design, based on the design and direction set by technical leadership, implement and monitor technical strengthening initiatives. S/He will develop adoption and/or mentoring, supportive supervision of strategy, designs and or adoption activities for a specific technical area. S/He will provide administrative support on core project operations (e.g., updating manuals, communicating with relevant authorities and budget tracking in collaboration with other project colleagues).

Key Responsibilities:

Monitoring System Design and Implementation

  • Assist the SI team in implementation of the SI/M&E framework, including primary & secondary data collection at right data sources and report as per schedule given. For example; monthly, quarterly, bi-annual and annually.

  • Support the development and maintenance of data collection tools, databases, dashboards, and standard operating procedures (SOPs).

  • Provide support to evidence to reports, presentations, papers, and other documentation produced by gathering any further information, data and statistics needed.

  • Assists with technical troubleshooting, guide data analysis and application of data.

  • Ensure SI activities are in line with PEPFAR requirements, FHI 360 guidelines, and national monitoring and evaluation (M&E) frameworks.

  • Conduct both quantitative and qualitative data analysis to inform program adjustments and strategic planning.

  • Prepare accurate and timely reports, data visualizations, and presentations for internal teams and external stakeholders.

  • Participates in data review and support data use for decision making of the team a and when required.

  • Coordinate with relevant government bodies including health, animal, border areas, and orient them on data flow and reporting and also to provide supportive supervision.

  • Provides administrative and logistic support to technical team, training, events, meetings, and other activities.

  • Organize and facilitate project learning sessions, reflection meetings, and after-action reviews.

  • Document lessons learned, success stories, and case studies for internal knowledge-sharing and external dissemination.

  • Support evaluations, studies, and special assessments in coordination with the SI Advisor & Specialist and external evaluators.

Data Quality Assurance and Coordination

  • Conduct Data Quality Assessments (DQAs) and routine field monitoring to ensure data accuracy, completeness, and reliability.

  • Coordinate routine and quality data entry from field-level activities and implementing partners.

  • Identify data quality challenges and recommend improvements to strengthen SI systems.

  • Work collaboratively with program teams to embed M&E into planning and implementation.

  • Coordinate with national and local government agencies, NGOs, and other partners to align SI efforts and promote shared learning.

  • Represent the project in data review and coordination meetings at division/ district and or sub-district level.
