∎ PARI Development Trust is a Mymensingh-based national non-government organization working in greater Mymensingh since 2003. PARI focuses on capacity building of the target communities through integrated community development approach registered with NGO Affairs Bureau. PARI is currently implementing few projects with the funding support of different international donor agencies on the program areas of Child Rights and Youth Development, Nutrition, integrated community development, agriculture and food security, peace and justice etc. PARI recently started a new project in Sadar upazila under Jamalpur district with Market Based Approach i.e. Making Market Work for the Last Mile (M4L). M4L project focuses on inclusive market system development in the last mile by identifying market and non-market barriers that impede their participation in economic activities for their decent livelihood. M4L, thus will try to develop ecosystem in which last mile men and women farmers & last mile service providers of market and non-market together bring out the changes needed for the last Mile`s economic wellbeing or development. The M4L project though its market based lift and reach strategies, try to ensure supply of quality agricultural inputs, appropriate production, post-harvest technologies, functional buying services from output market actors, and functional enabling & support services from the respective service providers as well to enhance production, buying services with support and enabling services and reduce post-harvest losses to optimize the profit of poor and marginal farmers. PARI is looking for an energetic, creative, self-motivated and pro-active candidate for the post of "Monitoring, Evaluation and Learning Specialist (MEL-S) for the said project.
∎ Making Market work for the Last Mile (M4L) project is implementing in Sadar (sub-district) in Jamalpur with the objective of improving the incomes of the poor through their engagement and development in the agricultural value chain. The programme seeks a Monitoring, Evaluation and Learning Specialist to manage the M&E activities to ensure accurate and comprehensive data collection and management as well as reporting of results for project indicators, against the agreed targets and methods for collecting information on project activities.
Job Responsibilities:
∎ Provide technical and strategic oversight for the monitoring, evaluation and learning activities. Ensure effective, accurate and timely monitoring, evaluation and reporting of all project activities.
∎ Develop and implement the Monitoring, Evaluation and Learning (MEL) Framework, MEL plan and indicators to track the project performance and results including routine data reporting, baseline and end-line assessments.
∎ Support in the development and execution of market assessments, and undertake cost-benefit, margins, cash-flow, product volumes analysis and modelling.
∎ Develop and oversee data flow pattern for the project. Responsible for Data Collection, Management, Analysis, and Reporting.
∎ Develop, implement, and maintain a quality MIS database of project indicators and activities.
∎ Build staff capacity on MEL
∎ Identify, document and disseminate lessons learned and success stories.
∎ Prepare periodic internal and external project progress reports.
Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ Minimum 3 years' experiences in M&E or data analysis, preferably in market system development programmes.
∎ Experience in qualitative and quantitative data collection, analysis and reporting.
∎ Excellent analytical skills coupled with proven ability in using visuals like graphs
∎ Good verbal and written communication skills in English and Bangla. Good report writing skills in English and Bangla.
∎ Understanding about local dialects is a must.
∎ Excellent facilitation and negotiation skills.
∎ Strong field work and market monitoring experience.
∎ Good interpersonal and communication skills, including the ability to convey concepts clearly, professionally, and concisely.
∎ Valid motorcycle driving license.
∎ Must be willing to work and stay overnight at the target village areas and willing to travel frequently.
∎ Must be willing to work within a team.
∎ Excellent Computer Skills (MS Office) is mandatory.
