∎ Democracy International (DI) is seeking to hire a Monitoring, Evaluation, and Learning Manager (MEL) to work with the USAID Promoting Peace and Justice activity (PPJ) and oversee all internal MEL aspects of the program including implementing the MEL plan, keeping track of performance indicators, ensuring the data collected is reliable, and preparing reports for USAID. The ideal candidate will be experienced, highly motivated, detailed oriented, and able to work well with a diverse team. Due to the ongoing global pandemic, work assignments are temporarily done remotely. The selected candidate will be expected to work in the Dhaka office when it reopens. This position is for a duration of 6-months.

Job Responsibilities:
∎ Essential Job Duties:
∎ Manage all aspects of PPJ's Monitoring, Evaluation, and Learning (MEL) plan.
∎ Organize and analyze data for reporting progress against PPJ's performance indicators.
∎ Prepare monthly statistical report of the activities held by PPJ partners.
∎ Produce monitoring and evaluation part of quarterly and annual reports.
∎ Update PPJ's event and beneficiary counting sheet.
∎ Uploaded information on USAID's Development Information System (DIS).
∎ Provide suggestions for updating the MEL plan to best reflect PPJ's work and make necessary updates when requested.
∎ Liaise with the PPJ's partners and staff to ensure that they are collecting and uploading data along with required attachments on airtable (airtable is PPJ's online database system) and provide them necessary guidelines in this regard.
∎ Input data in PPJ's online and offline databases, conduct double checking of data, minimize any data error, and ensure that no data is double counted.
∎ Help ensure the integration of USAID Collaboration, Learning, and Adaptation (CLA) approach and principles into current and future programming.
∎ Other similar responsibilities DI might reasonably request.
∎ Secondary Job Duties:
∎ If required:
∎ Design online survey systems, process the survey data, and produce frequency and percentage table as well as graphs and charts.
∎ Represent PPJ at external events and effectively coordinate with local Civil Society Organizations (CSOs), government, and donors.
∎ Mentor and train PPJ staff and partners on MEL design, data collection, management and implementation.
∎ Develop/ update data collection instruments and guidelines.

Additional Requirements:
∎ At least 7 years of relevant work experience in MEL and previous experience in management.
∎ Experience with USAID MEL systems and policies required.
∎ Demonstrated record of successfully supervising a MEL evaluation team and producing high-quality MEL plans.
∎ Expertise in quantitative and qualitative methods.
∎ Strong analytical skills to collect, analyze, and synthesize data.
∎ Ability to design online and offline database systems and design and implement online survey instruments.
∎ Proficiency in English and Bangla required.
