Experience:
Master’s degree in Statistics, Economics, Development Studies, Public Health, Social Sciences, or a related field with a minimum of 8 years of relevant experience; or a Bachelor’s degree with at least 10 years of progressive experience in data analytics, monitoring and evaluation, or research within development or humanitarian programs.
Proven experience in designing and implementing M&E systems, conducting field assessments, and managing large datasets in multi-sectoral development contexts.
Technical Skills
Advanced analytical skills with the ability to interpret and present complex data in a clear and actionable manner.
Proficiency in Microsoft Office, especially Excel (including pivot tables, advanced formulas, and data visualization tools).
Demonstrated expertise in statistical software such as SPSS, R, Stata, or Python for data cleaning, analysis, and reporting.
Hands-on experience with digital data collection tools and platforms (e.g., KoboToolbox, ODK, CommCare).
Strong grounding in both quantitative and qualitative research methodologies, including designing and conducting FGDs, KIIs, IDIs, and participatory tools.
Communication and Interpersonal Skills
Excellent written and verbal communication skills in English, with demonstrated capacity to prepare high-quality reports, presentations, and documentation for diverse audiences.

Fisheries Livelihood Enhancement Project (FiLEP) in the Coastal Area of the Bay of Bengal” (FiLEP) (Component: Livelihood and Nutrition (LNC). The project is funded by the Japan International Cooperation Agency (JICA) and implemented through a Joint Venture of NACOM & New Vision Solution Ltd. in Association with MUKTI Cox’s Bazar.
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will play a critical role in designing, implementing, and strengthening monitoring, evaluation, and learning systems that support the effective delivery of the project. The role will ensure data quality, provide evidence-based insights, and guide programmatic decision-making.
Location: Cox’s Bazar
Reports to: Team Leader
Duration: Initially 6.5 months (with a possibility of extension)
Key Responsibilities
Monitoring and Evaluation System Development
Design, implement, and refine a project-specific M&E system aligned with the project’s results framework and performance indicators.
Ensure the integration of M&E processes across key components—fisheries resource management, livelihoods, nutrition, and gender.
Coordinate strategic, scientific, and technical inputs to guide effective M&E planning and execution.
Establish and maintain robust databases to track data at multiple levels (household, community, stakeholder).
Foster collaboration between technical and implementation teams to harmonize monitoring efforts and enable timely information flow.
Data Analytics and Information Management
Analyze both quantitative and qualitative data to identify patterns, gaps, and areas needing programmatic adjustment.
Assist program teams in interpreting data for evidence-based decision-making and adaptive management.
Develop user-friendly dashboards and data visualization tools (e.g., charts, graphs) to enhance data accessibility for stakeholders.
Lead the creation and upkeep of a centralized project data bank to ensure organized data storage and retrieval.
Ensure rigorous protocols for field data processing—collection, cleaning, verification, and secure archiving.
Support the development and enforcement of data management protocols concerning privacy, security, and long-term preservation.
Field Monitoring and Data Collection
Oversee field monitoring of key interventions—especially in fisheries, livelihoods, and nutrition—ensuring alignment with work plans and expected outcomes.
Conduct regular field visits to observe implementation, collect real-time data, and validate reported results.
Supervise baseline, midline, and endline surveys, ensuring alignment with the M&E plan and coordination with project staff and enumerators.
Gather feedback and qualitative insights through direct engagement with beneficiaries, field teams, and local stakeholders.
Lead survey planning and execution, including tool design, sampling, and logistics.
Promote the use of digital tools (e.g., KoboToolbox, ODK, SurveyCTO) to ensure efficiency, accuracy, and timeliness in data collection.
Survey Design and Data Analysis
Collaborate with technical teams and external experts to design evaluations, thematic studies, and research surveys.
Define key indicators, parameters, and instruments for primary data collection.
Ensure survey tool validity and reliability through piloting, feedback loops, and quality control protocols.
Apply appropriate statistical methods (e.g., t-tests, ANOVA, Chi-square) to analyze quantitative data.
Translate findings into actionable insights to inform reports, strategies, and stakeholder presentations.
Reporting and Knowledge Sharing
Contribute to the preparation of monthly, quarterly, and annual reports, focusing on key findings and learning.
Provide data and analysis inputs for strategic documents, donor reports, and policy briefs.
Support technical leads in preparing evidence-based presentations for donor, government, and stakeholder events.
Document and disseminate success stories, lessons learned, and innovative practices for internal and external audiences
Capacity Building and Coordination
Train community volunteers (CVs), field facilitators (FFs), project staff, and partners on M&E principles and data tools.
Build organizational capacity to embed M&E into daily operations, planning, and decision-making.
Mentor and coach field enumerators and data collection teams to maintain data quality standards.
Coordinate with thematic leads (FRM, gender, nutrition, livelihoods) to ensure integrated M&E and joint accountability.
Participate in internal planning sessions to align M&E priorities with evolving project strategies.
Data Quality Assurance and Compliance
Lead regular data validation and verification activities across implementation sites.
Establish and implement mechanisms for routine data quality audits and spot-checks.
Ensure compliance with donor requirements, project standards, and ethical norms in data collection, analysis, and reporting.
Prepare data-related documentation for external reviews, evaluations, and audits.
