Educational Requirements:
∎ Master of Development Studies (MDS), Master of Social Science (MSS)
∎ Master degree in any of the following discipline:economics, statistics or relevant discipline from any university.

Experience Requirements:
∎ At least 7 year(s)

Job Responsibilities:
∎ The MRM Specialist is overall responsible for ensuring of monitoring and result measurement functions through capacity building of project team and partner NGO staff members. In this function, s/he will play lead role in effective results measurement for management, learning and reporting. S/he manage information on results to support project to improve interventions and to develop and or revise project strategies. The person captures and properly record good practices for reporting and communicating with the project donors. The position play key role to effectively integrate results measurement with project/programme, which includes set up a practical result measurement system and allocate roles and responsibilities to respective members of project team.
∎ Develop, update or review overall MRM system and sub-system in a participatory way
∎ Select/develop process, tools (including mobile base monitoring tools) and techniques for capturing information on project impacts, outcomes, outputs, process and lessons learned.
∎ Provide backstopping support in the area of assessment, development of results chain and measurement plan.
∎ Assist project and partner NGO in timely happening of base line, mod-term and end line survey.
∎ Manage contracts and agreements with consultants and service providers.
∎ Ensuring process and storage of MRM data through using appropriate software.
∎ Collect information through implementing partner NGOs within set time frame.
∎ Arrange and or enter raw data in specific databases and maintain quality aspect.
∎ Analyse periodical and need based data applying appropriate software.
∎ Produce quarterly, annual and other event reports including case incidence, best practices and process documentation that capture outcome of the project based on analysis.
∎ Prepare progress report against the Performance Indicators of Head Office.
∎ Coordinate regular review of progress against targets and logical framework.
∎ Arrange finding/report sharing events within project and with relevant stakeholders as well.
∎ Provide need based support and necessary direction to project and partner NGO staff members regarding MRM event and functions.
∎ Ensure that implementing partner NGOs/consultant are following project MRM standard in the area of data collection.
∎ Provide need based orientation/training to relevant project personnel and partnet NGO staff members on MRM system, data gathering and entering data into database.
∎ Provide post training follow up and maintain contact with respective staff members during MRM events are in place.
∎ Work as a Point of Contact for monitoring and result management in the project and provide guidance to implementing team on issues related to MRM.
∎ Participate actively in developing annual plan of operation, annual progress sharing and other team events that set common objectives.
∎ Contribute to sustain an enabling environment that facilitates knowledge management culture within the project.
∎ Contribute to achieve issues related to mainstreaming and cross cutting aspects.
∎ Participate in the humanitarian response programming of Helvetas and related planning and review meetings.
∎ Coordinate the technical and methodological inputs with the Dhaka and CXB based management as well as with thematic experts and project teams of Helvetas.
∎ Identify knowledge and skills gaps and requirements within the Helvetas humanitarian response interventions and provide relevant awareness rising, training and coaching support
∎ Provide inputs into project identification and design process
∎ Ensure that all internal/external reporting respects the standard formats and procedures.
∎ Organise/actively participate in regular coordination meetings with the local project/sector teams and Emergency Coordinator.
∎ Ensure that key operational information circulates properly.
∎ Contribute to preparation and provision of communication material short case studies, short project/activity description, success stories etc., whenever requested.

Additional Requirements:
∎ Specialized training on MRM and various specialized databases and computer programmes.
∎ At least 7years' experience with in related field with reputed national and international organisations in Bangladesh
∎ Excellent research and data collection methodology skills
∎ Good knowledge of planning and implementing rapid assessments and survey methods
∎ Ability to work independently and efficiently meet deadlines
∎ Oral and written communication skills to deal effectively with mid and high level partner contacts, the local government, and the local communities. Oral communication skills in Chittagonian language is desirable
∎ Excellent computer skills, including word processing, spreadsheet programs, Data analysis software and data base management
∎ Technical knowledge and experience on livelihoods approaches;
∎ Demonstrated capability in leading and managing cross cultural teams including diverse sector specialists

Compensation & Other Benefits:
∎ The salary and benefits of the above positions would be in accordance with the salary structure of HELVETAS Swiss Intercooperation Bangladesh and be fixed based on the qualification and experience of the candidate.
